Gianyar Regency has entered the top 10 most advanced regencies in Indonesia according to the National Research and Innovation Agency (BRIN), with a Regional Competitiveness Index (IDSD) score of 3.95. To this end, the Gianyar Regency Government is striving to improve infrastructure, currently focusing on road repairs. This is because the index score is still relatively low.

“Yes, we are accelerating infrastructure on roads. Because the impact is on public mobility access in Gianyar,” said the Head of the Regional Research and Innovation Agency (BRIDA) of Gianyar, I Ketut Sedana, when met by detikBali at his office on Tuesday (14/4/2026).

Sedana explained that all aspects of development are reported by the Gianyar Regency Government to the Ministry of Home Affairs and forwarded to the Central Bureau of Statistics. They are then processed by BRIN and summarised into 12 development pillars in Gianyar.

From these 12 pillars, the focus of the Gianyar Regency Government is on the second pillar, namely infrastructure. Based on data from the BRIN website, Gianyar’s IDSD score in the infrastructure pillar is 3.71 on a scale of 0 to 5.

“Our infrastructure pillar is low, the score is 3 point something. The others are all above four,” said Sedana.

Sedana stated that development efforts in all aspects have been reported since 2025, with the IDSD scores issued in 2026. He admitted that for the past year, there have been many public reports to the regional head, some of which went viral on social media, about potholes or damage on several road sections.

Some of them include roads in Ubud Subdistrict and Payangan Subdistrict. Now, those roads have been addressed. Efforts to patch potholes and cracks on several other road sections continue to be a routine agenda for the Gianyar Public Works and Public Housing Department (Dinas PUPR).

“Gianyar Regent I Made Mahayastra said, by 2027 there should be no more potholed roads,” he said.

The infrastructure pillar that is the focus is not only about road conditions. The coverage of clean water availability for consumption has also been pursued.

Sedana said that previously, the clean water supply from the Regional Water Supply Company (PDAM) did not cover the entire Gianyar area. Some clean water sources are managed by local villages because they are not yet reached by PDAM supplies.

“(Some areas in Gianyar) are not fully covered (by PDAM supply). So there are villages that do not use (water) from PDAM. They use facilities managed by village apparatus,” he said.

“There is also a clean water programme initiated by the Gianyar Public Works and Public Housing Department (to villages not reached by PDAM),” he added.

Sedana said that development efforts in Gianyar Regency are still ongoing to this day. One of them is school transportation for junior high school students, which previously still used a manual system for arranging school routes, now uses global positioning system (GPS) installed on each vehicle.

“Now there is an addition to the budget allocation for repairs. So, the hope is that what is reported in 2026 and issued in 2027, the IDSD score can be above four,” he said.
