The Mayor of Yogyakarta, Hasto Wardoyo, is preparing several efficiency measures within the Yogyakarta City Government (Pemkot). In addition to discussions on implementing work from home (WFH), civil servants (ASN) are also being encouraged to switch to environmentally friendly transportation such as bicycles and electric bicycles.

Hasto stated that regarding the WFH policy, they are still awaiting an official letter from the central government. Nevertheless, they have held internal meetings to prepare the implementation scheme, including determining which regional device organisations (OPD) can apply this work system.

“WFH, yes. We haven’t received the official letter from the central government yet. We’re still waiting, perhaps tomorrow or the day after. But we’ve already had a meeting to determine the WFH formation,” said Hasto when met in Umbulharjo, Yogyakarta City. Sunday (29/3/2026).

Hasto emphasised that not all work units will implement WFH. Several public services must still operate normally from Monday to Friday.

“Sub-districts, districts, community health centres, Civil Service Police Unit, trade, taxes, licensing—these are among the services that will continue from Monday to Friday. But for the others, I think we can implement WFH,” he explained.

In addition to WFH, Hasto also plans to implement a policy to limit fuel oil (BBM) for official vehicles as an efficiency step. He mentioned, for example, that four-wheeled official vehicles are now limited to a maximum of 5 litres per day, while motorcycles are limited to 1 litre per day.

According to him, this policy is taken after observing the inefficient use of official vehicles, including for long trips outside the city.

“So, for example, for four-wheeled vehicles, I will only give a maximum of 5 litres per day, and that for 4 days, so a week it’s only 20 litres. Because I see many red-plated four-wheeled vehicles being taken home to their respective areas and the trips are far. I’m sure that sometimes 5 litres isn’t enough. So, I hope that if they need to add more, they bear the cost themselves. Motorcycles can also, but I will only give 1 litre per day for the active red-plated ones,” Hasto explained.

“With this capping, I can calculate the efficiency later. I will set it like that so that the BBM usage decreases,” he continued.

In addition, Pemkot Yogyakarta is also developing a policy to encourage ASN to switch to non-BBM modes of transport, such as bicycles and electric bicycles.

Hasto admitted that he has discussed this in meetings with his staff. However, he wants this policy to be implemented gradually to make it sustainable.

“I don’t want it to be ‘hot-hot chicken droppings’. Some department heads have already suggested using bicycles. I’m very pleased. But I don’t want them to use it now and then forget about it later. I want it to increase over time,” he concluded.
