Education for 'the weak'

Article 31 of the 1945 Constitution simply stipulates that
every citizen is entitled to an education organized by the
government. This means that the rich as well as the poor have
equal opportunity to get an education in conformity with the
government's task to uplift the intellectual capacity and enhance
people's living standards.
However, in reality, and as often is the case, the education
established by the government is mostly enjoyed by the
financially stable, whereas those who are economically weak have
to struggle for their schooling in private educational
establishments. These private institutions invariably cost more.
What an ironic situation!
Would it not be more appropriate if the government gave
greater opportunity and priority to the less well-to-do as far as
access to education (at all levels) is concerned?
