Samarinda, East Kalimantan (ANTARA) - The East Kalimantan Provincial Government is finalising the tender mechanism for the management of Lembuswana Mall in Samarinda ahead of the expiry of the 30-year Build-Operate-Transfer (BOT) cooperation scheme on 26 July 2026.

“Currently, Lembuswana Mall is managed by PT Cipta Sumena Indah Satresna (CSIS) on land owned by the East Kalimantan Provincial Government. Once the contract ends, all building and land assets will fully revert to the regional government,” explained East Kalimantan’s Deputy Governor Seno Aji in Samarinda on Friday.

Seno emphasised that the government will not simply extend the previous cooperation model.

The Provincial Government plans to involve regional companies (perusda) to formulate a new partnership concept that is more beneficial for regional own-source revenue (PAD).

“We will ask the perusda to arrange the cooperation concept so that the contribution to regional revenue can be more optimal,” said Seno.

To secure the best partner, the East Kalimantan Provincial Government will open a transparent selection process through a tender.

Seno also guaranteed that all potential partners, whether private entities or investors, will have equal opportunities.

“Certainly, through a tender process. Anyone can participate, as long as they provide the best and most beneficial offer for East Kalimantan,” he stressed.

In addition to administrative aspects, the government is conducting a comprehensive evaluation regarding the relevance of the Lembuswana Mall concept to current retail market trends.

The study covers market potential up to opportunities for new functional developments to increase visitor appeal.

Nevertheless, Seno stated that the final decision is still in the internal discussion stage by the cross-agency team.

“This plan also aims to encourage local economic growth, including the SME sector. We want Lembuswana Mall to remain a productive and competitive economic centre in Samarinda,” explained Seno.
