Surabaya, East Java – The East Java Provincial Government is increasing the production capacity of the Mojolagres Regional Water Supply System (SPAM) to 300 litres per second to expand clean water services to approximately 100,000 residents.

“We recognise that the demand for services from the Mojolagres SPAM is quite high. As a result, in 2025 we initiated plans to increase capacity by an additional 100 litres per second, from the existing 200, bringing it to 300 litres per second,” said East Java Governor Khofifah Indar Parawansa during the inauguration of the additional 100-litre-per-second capacity at the Mojolagres SPAM Unit in Losari Barat, Sidoharjo, Gedeg District, Mojokerto Regency, East Java.

The capacity increase addresses the high demand for clean water in the service areas covering Mojokerto Regency, Lamongan Regency, and Gresik Regency.

According to Khofifah, the construction of the Mojolagres Regional SPAM has been implemented collaboratively between central and local governments since 2012. In the initial phase, the central government through the Ministry of Public Works built the intake and water treatment plant (IPA) with a capacity of 50 litres per second, along with transmission pipeline networks, whilst the East Java Provincial Government constructed the primary distribution network. Subsequently, the central government built an IPA with a capacity of 150 litres per second, accompanied by distribution network development by the provincial and regency governments, bringing the total capacity to 300 litres per second.

“The Mojolagres regional SPAM serves Mojokerto, Lamongan, and Gresik. Currently, we can provide services to approximately 100,000 residents, and we believe that the demand for services from this SPAM is quite substantial,” Khofifah said.

She added that access to clean water is a foundation for improving public health and supports the implementation of clean and healthy living practices (PHBS). “Our hope is that PHBS will be increasingly supported. Fundamentally, a healthy life can serve as a foundation for improving the quality of life of the community in general,” she stated.

Installation management is carried out by PT Air Bersih, whilst water distribution to customers is undertaken by the Regional Water Supply Companies (PDAM) of Mojokerto, Lamongan, and Gresik. “I ask the community to maintain the clean water facilities we have. PT Air Bersih will manage it, but distribution will be by PDAM Mojokerto, PDAM Lamongan, and PDAM Gresik,” she said.

On the same occasion, the East Java Provincial Government also distributed 400 drums of asphalt through the Department of Public Works and Highways to Mojokerto Regency Government to support county road maintenance. “Regions also want to improve their roads, but the damage exceeds their budgets. The provincial government also helps with asphalt supply. The work process and labour costs are handled by the regency or city. More than half of the regencies and cities have received asphalt support from the provincial government,” Khofifah explained.

Mojokerto Regent Muhammad Al Barra expressed support for the initiative, noting it strengthens basic infrastructure and is expected to improve health and productivity in Gedeg, Jetis, Kemlagi, and Dawarblandong districts. “I thank Governor Indar Parawansa for this infrastructure development collaboration. Going forward, we will coordinate the IPA SPAM Mojolagres with PDAM to ensure optimal clean water services,” he stated.
