East Java Provincial Government Begins Implementing WFH for Civil Servants to Save Energy
Surabaya (ANTARA) - The East Java Provincial Government (Pemprov Jatim) has begun implementing a work-from-home (WFH) policy for civil servants (ASN) on Wednesday, today, to improve energy efficiency and curb fuel oil (BBM) consumption.
“If WFH means at home, there is no petrol use for work activities. This is what we want to promote,” said East Java Governor Khofifah Indar Parawansa at the Negara Grahadi Building in Surabaya.
Khofifah stated that since this morning, she had instructed all department heads to ensure that WFH implementation remains controlled, including the use of electricity and office facilities.
She added that the Inspectorate has been asked to deploy teams for monitoring, while the Regional Civil Service Agency (BKD) will oversee ASN discipline during remote work.
In addition, all ASN are required to conduct digital attendance and remain active in communication during working hours to maintain optimal coordination.
“If WFH means at home, not work from anywhere (WFA), then fuel oil (BBM) efficiency can truly be achieved,” said Khofifah.
Pemprov Jatim targets this policy to save up to 108,000 litres of BBM consumption per month outside the education sector, which continues normal teaching and learning activities without WFH for educators.
The effectiveness of this policy will be evaluated until 1 June 2026, covering measurements of BBM, electricity, and other energy savings.
Meanwhile, East Java Deputy Governor Emil Elestianto Dardak stated that the WFH implementation is based on efforts to reduce private vehicle BBM consumption amid global conflict dynamics.
“We base this on the desire and strategic directive to reduce private vehicle fuel oil consumption. Therefore, flexible working arrangements or work from home, working from home, are implemented starting this Wednesday,” he said.
He explained that Wednesday was chosen based on considerations of public mobility behaviour, as implementing WFH on Fridays is deemed likely to increase travel activities.
“If on Friday, there is a tendency to increase the desire to travel instead. Meanwhile, the strategy used by many countries is to curb BBM consumption amid global conflicts affecting energy availability,” he said.
Nevertheless, Emil emphasised that Pemprov Jatim will continue to adjust the policy in line with central government directives and is awaiting clarity on technical details regarding possible standardisation of WFH days.
He assured that the WFH policy is not a holiday, and each regional government organisation (OPD) is responsible for maintaining performance and supervising employee attendance.
“There are already ways to ensure this truly works, not as a holiday. Each work unit has the responsibility to ensure performance is not impacted,” he said.
