        "content": "<p>Surabaya (ANTARA) - The East Java Provincial Government (Pemprov\nJatim) has begun implementing a work-from-home (WFH) policy for civil\nservants (ASN) on Wednesday, today, to improve energy efficiency and\ncurb fuel oil (BBM) consumption.<\/p>\n<p>\u201cIf WFH means at home, there is no petrol use for work activities.\nThis is what we want to promote,\u201d said East Java Governor Khofifah Indar\nParawansa at the Negara Grahadi Building in Surabaya.<\/p>\n<p>Khofifah stated that since this morning, she had instructed all\ndepartment heads to ensure that WFH implementation remains controlled,\nincluding the use of electricity and office facilities.<\/p>\n<p>She added that the Inspectorate has been asked to deploy teams for\nmonitoring, while the Regional Civil Service Agency (BKD) will oversee\nASN discipline during remote work.<\/p>\n<p>In addition, all ASN are required to conduct digital attendance and\nremain active in communication during working hours to maintain optimal\ncoordination.<\/p>\n<p>\u201cIf WFH means at home, not work from anywhere (WFA), then fuel oil\n(BBM) efficiency can truly be achieved,\u201d said Khofifah.<\/p>\n<p>Pemprov Jatim targets this policy to save up to 108,000 litres of BBM\nconsumption per month outside the education sector, which continues\nnormal teaching and learning activities without WFH for educators.<\/p>\n<p>The effectiveness of this policy will be evaluated until 1 June 2026,\ncovering measurements of BBM, electricity, and other energy savings.<\/p>\n<p>Meanwhile, East Java Deputy Governor Emil Elestianto Dardak stated\nthat the WFH implementation is based on efforts to reduce private\nvehicle BBM consumption amid global conflict dynamics.<\/p>\n<p>\u201cWe base this on the desire and strategic directive to reduce private\nvehicle fuel oil consumption. Therefore, flexible working arrangements\nor work from home, working from home, are implemented starting this\nWednesday,\u201d he said.<\/p>\n<p>He explained that Wednesday was chosen based on considerations of\npublic mobility behaviour, as implementing WFH on Fridays is deemed\nlikely to increase travel activities.<\/p>\n<p>\u201cIf on Friday, there is a tendency to increase the desire to travel\ninstead. Meanwhile, the strategy used by many countries is to curb BBM\nconsumption amid global conflicts affecting energy availability,\u201d he\nsaid.<\/p>\n<p>Nevertheless, Emil emphasised that Pemprov Jatim will continue to\nadjust the policy in line with central government directives and is\nawaiting clarity on technical details regarding possible standardisation\nof WFH days.<\/p>\n<p>He assured that the WFH policy is not a holiday, and each regional\ngovernment organisation (OPD) is responsible for maintaining performance\nand supervising employee attendance.<\/p>\n<p>\u201cThere are already ways to ensure this truly works, not as a holiday.\nEach work unit has the responsibility to ensure performance is not\nimpacted,\u201d he said.<\/p>",
