East Jakarta PPSU Officer Receives First Warning After Posting AI-Generated Photo on Illegal Parking
The East Jakarta City Government (Pemkot Jaktim) has sanctioned a Public Facilities and Infrastructure Handling Officer (PPSU) in Kalisari, Pasar Rebo, with a First Warning Letter (SP1) after uploading an artificial intelligence (AI)-generated photo in a report on the Jakarta Kini (JAKI) app regarding the handling of illegal parking. “The officer in question has been given an SP1 by the Kalisari Ward Head, as PPSU officers are under the ward head’s responsibility, and the individual has also made a statement that they will not repeat the action,” said East Jakarta Mayor Munjirin when contacted by ANTARA in Jakarta on Monday. He emphasised that the sanction is a firm step against the viral PPSU officer who has drawn public attention. Meanwhile, Kalisari Ward Head Siti Nurhasanah also expressed an apology for the incident, which is seen as damaging public trust in the complaint-based public service. “We apologise profusely for this incident. It serves as a lesson for us to ensure it does not happen again in the future,” said Siti when contacted separately. However, in the follow-up reporting process on the app, the officer instead uploaded an AI-generated photo that depicted as if the conditions at the location were already orderly and there were no more vehicles parked haphazardly on the road body. “This action then went viral on social media because it did not match the factual conditions on the ground,” said Siti. Furthermore, Siti emphasised that going forward, her side requests all officers not to take shortcuts in resolving residents’ reports. If there are field obstacles, officers are asked to report them hierarchically so that joint solutions can be found. Recurring Issue Further, Siti acknowledged that the illegal parking problem in Kalisari is a recurring issue and a frequent complaint from residents. Its handling so far involves cross-agency efforts, such as the Civil Service Police Unit (Satpol PP) and the Sub-Directorate of Transportation. In practice, not all reports can be immediately handled by the Transportation Department. Some are returned to the ward level, so PPSU officers are involved in the initial on-site handling. To find a long-term solution, Kalisari Ward plans to hold a coordination meeting involving various related parties. These include workshop owners around the location, vehicle owners, and the Pasar Rebo Sub-District Transportation Implementation Unit. Four Vehicles Siti also revealed that based on the latest check, there are still four vehicles parked at the location. Two of them are in damaged condition and awaiting repair processes at the local workshop. This condition becomes one of the obstacles in enforcement because the vehicles cannot be immediately moved without special handling. “We request that the Sub-Directorate or Sub-District Transportation Unit take action. Parking on the road body clearly violates regulations and disrupts other residents,” said Siti. Meanwhile, Head of the East Jakarta Sub-Directorate of Transportation Harlem Simanjuntak said his side has instructed its ranks to conduct checks at the location. “We are awaiting the results of the ward meeting because this concerns territorial matters,” said Harlem. Harlem assured that his side is ready to take firm steps in the form of towing vehicles if indeed necessary. Nevertheless, he reminded that enforcement must be accompanied by clarity on vehicle responsibility to avoid legal issues later. “If necessary, we are ready to tow. But it must be clear who the vehicle owner is to avoid creating new problems,” said Siti. He said he has coordinated with the Government Bureau as the final validator for all follow-up actions on complaints carried out by Regional Device Organisations (OPD) and Regional Owned Enterprises (BUMD). “The Government Bureau acknowledges there was an error in the validation process. Previously, no evidence of complaint follow-up using AI-generated photos has ever been found,” he said. The corrective steps taken by the DKI Provincial Government include re-entering the public complaint for subsequent direction to the Transportation Department as the authority on parking matters. Then, issuing a Circular from the Regional Secretary containing a prohibition on the use of AI in submitting follow-up evidence for complaints, while reminding all OPD/BUMD to resolve complaints properly and correctly.
