E-commerce Platforms Urged to Be Transparent on Fees Imposed on Sellers

E-commerce trading platforms will be required to be more transparent regarding the fees imposed on sellers, including administrative fees. The Ministry of Trade (Kemendag) is revising Ministerial Regulation on Trade (Permendag) Number 31 of 2023 on Business Licensing, Advertising, Development, and Supervision of Business Actors in Electronic System-Based Trade to address this matter.

Trade Minister Budi Santoso explained that the revision process has entered its final stage. If there are no obstacles, the regulation is targeted to be completed soon. “It is now in the finalisation stage. Hopefully, it will be finished next week,” Budi stated when met at Palmerah Market, Central Jakarta, on Wednesday (13/5/2026), as reported by detikFinance.

Budi said the revision aims to create a fairer ecosystem for all three parties, from sellers, platforms, to consumers. One of the emphasised points is fee transparency.

“So, platforms must be transparent in introducing fees, administrative fees, or any other fees. They must be transparent and there must be an agreement that can be downloaded on the platform,” Budi clarified.

In addition, e-commerce platforms must prioritise domestic products for promotion, especially products from micro, small, and medium enterprises (UMKM). The regulation will also tighten complaint handling.

Budi stated that marketplaces are required to provide complaint services with a clear resolution time limit or service level agreement (SLA). This service must be provided to protect consumers and sellers.

“So, complaints can be from both sides. If there are problems, they can also be resolved. Everything must be transparent, including resolutions with consumers. So, everyone must be equal,” Budi explained.
