Jakarta DPRD member Hardiyanto Kenneth believes that the Jakarta Environmental Agency (DLH) needs to be more proactive in designing education programmes that directly target the public regarding the obligation to sort waste at source. This proposal arises following the issuance of Governor’s Instruction (Ingub) No. 5 of 2026 on the mandatory sorting of waste at source, which will take effect in Jakarta on Sunday (10/5/2026). “The public must be given a clear understanding of how to sort organic and inorganic waste, how to reduce household waste, and how to reuse waste that still has economic value,” Kenneth stated in his comments to Kompas.com on Friday (8/5/2026). “Such programmes should not be limited to mere socialisation but must be applicable and sustainable,” he stressed. Changing public behaviour in waste management requires a broader and more consistent approach. Therefore, Kenneth encourages that education should not be done sporadically but intensified through various public communication channels. In addition, he also emphasised the importance of the role of regional apparatus in ensuring the effective implementation of waste sorting policies in the field. The roles of mayors, district heads, sub-district heads, down to neighbourhood associations (RT and RW), are considered crucial to ensure that the public truly carries out the obligation to sort waste at source. Kenneth also reminded that without proper management, Jakarta could face serious problems in waste management, particularly at the Temporary Waste Collection Points (TPS). He highlighted the importance of discipline in waste transportation to avoid prolonged accumulation at TPS. “TPS must be managed with disciplined timing. Do not let waste pile up for days due to delays in transportation,” he said. Previously, Jakarta Governor Pramono Anung signed the Ingub regarding waste sorting.
