Jakarta — A member of DPR Commission II, Indrajaya, has urged a review of official integrity development programmes following a wave of arrests of regional heads and regents caught in anti-corruption sting operations (OTT) related to alleged corruption cases.

According to Indrajaya, the OTT operations against several regional leaders represent a serious indicator of failure in regional leadership development, with integrity training for public officials failing to address the most fundamental moral dimensions.

“This wave of OTT operations is an indicator of failure in regional leadership development. The recurring arrest operations demonstrate that integrity training for public officials has yet to address the most basic moral aspects,” Indrajaya stated in Jakarta on Tuesday.

Furthermore, he believes there is a need for evaluation of the regional heads’ retreat programme. According to him, whilst these retreats ostensibly serve as forums for national consolidation and have good intentions, the prevalence of OTT cases raises questions about the effectiveness of their substantive content.

“The prevalence of OTT cases shows we need to reassess whether retreat materials genuinely build integrity or merely serve as symbolic agenda,” he said.

Indrajaya stressed that instilling moral values should be the primary priority in training public officials.

He argued that disciplinary approaches, physical training, or semi-military methods could form part of official development, but the principal challenge for leadership in the digital governance era lies in the ethics of how power is exercised.

He further noted that recent cases suggest weak political cadre-building processes before individuals advance to regional leadership positions.

He highlighted remarks by Pekalongan Regent Fadia Arrafiq, who was caught in a KPK sting operation and claimed not to understand regulations due to an entertainment background.

“That statement demonstrates a serious failure in the political cadre-building process. Political parties should function as schools of leadership, ensuring that prospective regional heads understand government administration, codes of conduct, and administrative law,” he concluded.
