DPR Expert Body Proposes Revision of National Resources Management Law

Commission I of the DPR held an internal meeting to discuss the potential revision of Law No. 23 of 2019 on the Management of National Resources (PSDN) for National Defence. The meeting took place in the Commission I meeting room at the Parliament Building in Jakarta on Monday, 20 April 2026, around 12.30 WIB.

According to Tubagus Hasanuddin, a member of Commission I from the Indonesian Democratic Party of Struggle (PDIP), the proposal to revise the PSDN Law came from the DPR’s Expert Body. During the meeting, he said, experts presented several points that need to be revised immediately. “There are about 15 points that, according to civil society, need to be revised,” he stated when met after the meeting on Monday, 20 April 2026.

The resources in question include human resources, land assets, and equipment such as cars and trucks. “If permission is not granted (for borrowing), one can face a maximum penalty of 4 years,” said Tubagus.

Finally, he confirmed that Commission I of the DPR has not yet decided on the follow-up to this PSDN Bill proposal. The afternoon meeting forum agreed to focus on completing the revision of the Broadcasting Law, which has been ongoing for a long time. “We’ll think about whether this revision becomes a priority or not. More importantly, we agree to first settle the Broadcasting Law that has been hanging for so long,” he stated.

The discussion of the PSDN Bill emerged suddenly. The 2026 legislative programme, agreed upon in the bill decision-making meeting for the 2025-2026 National Legislation Programme on 18 September 2025, did not include the law.

Previously, the enactment of the PSDN Bill by the DPR and the government on 26 September 2019 was marked by protests from a coalition of civil society. In 2020, Komnas HAM highlighted the minimal involvement of public participation in the discussion of the PSDN Law, which combined several bills on National Security, the National Defence Reserve Components Bill, and the National Defence Supporting Components Bill.

These resources, according to them, also require protection. The regulatory framework for reserve components for these resources should also be based on respect and protection of human rights.

Article 77 of this law, said Ghufron, also contains regulations that threaten owners of natural resources, man-made resources, as well as facilities and infrastructure, designated as Reserve Components. The threat is that those who refuse to surrender them to the state can be sentenced to four years in prison.
