DPR Ethics Council Claims Ahmad Sahroni Has Completed His Sanction

The Chairman of the House of Representatives’ (DPR) Ethics Council (MKD), Nazaruddin Dek Gam, has said that Ahmad Sahroni may resume his duties as a leader of DPR Commission III, as he has completed serving his sanction. He stated that all processes related to Sahroni’s appointment as Deputy Chairman of Commission III were in accordance with applicable decisions.

“Ahmad Sahroni was deactivated by the NasDem Party on 31 August 2025,” said Nazaruddin Dek Gam in a statement on Sunday, 22 February 2026.

Sahroni was sanctioned by the MKD on 5 November 2025, receiving a six-month suspension. However, Nazaruddin explained that the MKD’s six-month sanction was calculated from the date of his deactivation by the party. The NasDem Party had deactivated Sahroni since 31 August 2025.

“The MKD imposed a suspension sanction on Ahmad Sahroni on 5 November 2025 for six months, calculated from the date of his deactivation by the NasDem Party,” Nazaruddin said.

Based on this ruling, Nazaruddin confirmed that the sanction period would end. “Following the MKD’s ruling, Ahmad Sahroni’s sanction will expire on 5 March 2026,” he said.

Regarding Sahroni’s reinstatement as a leader of DPR Commission III, Nazaruddin explained that the decision was proposed by the NasDem Party on 19 February 2026. He therefore confirmed that the process of Sahroni’s reinstatement as a Commission III leader was in accordance with the mechanisms set out in the MD3 Law as well as the DPR’s rules and standing orders.

“The appointment of Ahmad Sahroni as a leader of DPR Commission III on 19 February 2026, as proposed by the NasDem Party, will take effect from 10 March 2026, as the DPR enters a recess period from 19 February to 10 March 2026,” said the National Mandate Party (PAN) politician.

The Indonesia Parliamentary Center (IPC) has assessed that Sahroni’s reinstatement as Deputy Chairman of Commission III potentially violates Law No. 17 of 2014 concerning the People’s Consultative Assembly, House of Representatives, Regional Representative Council, and Regional People’s Representative Councils, known as the MD3 Law. This legislation governs the structure, functions, authority, and rights of legislative bodies in Indonesia.

This is because Sahroni’s reappointment as leader of the commission overseeing legal affairs occurred whilst his status as a deactivated DPR member remained unclear. “The DPR may argue that this appointment is administrative in nature and does not fully reactivate Sahroni until the sanction period ends, but this feels like a weak justification,” said IPC researcher Arif Adiputro, when contacted on Thursday, 19 February 2026.

Arif explained that under Article 106 of the MD3 Law, a deactivated DPR member is prohibited from carrying out duties as a parliamentarian, including holding a commission leadership position during the deactivation period.

Arif emphasised that although DPR Deputy Speaker Sufmi Dasco claimed Sahroni had been reactivated, by his calculations, Sahroni’s sanction period should not yet have ended.

Lucius Karus, a researcher at the Forum for Indonesian Parliamentary Concern (Formappi), deemed Ahmad Sahroni’s appointment as Deputy Chairman of Commission III problematic. He argued that Sahroni’s status as a deactivated DPR member should still be in effect if calculated from the date of deactivation by the NasDem Party, as stipulated in the Ethics Council’s decision.

The MKD’s ruling last November imposed a six-month suspension on Sahroni, calculated from NasDem’s issuance of the deactivation letter on 31 August 2025. Meanwhile, Sahroni’s appointment as Deputy Chairman of Commission III was decided on 19 February. Lucius noted that approximately two weeks of the punishment period remained.

Lucius also pointed out that Sufmi Dasco Ahmad, who chaired the plenary session confirming Sahroni’s appointment, did not clarify when exactly Sahroni’s six-month punishment would end. Dasco stated that Sahroni had returned to active status when met after the meeting, but declined to elaborate further on the calculation of Sahroni’s sanction period.
