Chairman of DPR Commission III Habiburokhman revealed seven key substantive changes in the Draft Law on the Third Amendment to the 2002 Police Law (RUU Polri). He stated these points were formulated based on the work of the Police Reform Special Task Force, the Attorney General’s Office, and the judiciary, as well as recommendations from the Presidential Reform Acceleration Commission (KPRP).

“The Police Bill aims to complement the new Criminal Code and Criminal Procedure Code,” Habiburokhman said during a meeting with the Minister of Law at the parliament complex in Jakarta on Monday.

The key changes include:

  1. Clarification of the Police Force’s transformation goals and direction, emphasizing openness, transparency, professionalism, integrity, and quality in public service.

  2. Strengthening oversight functions and implementing transparency principles through modern technology and information tools.

  3. Guarantees of neutrality and professionalism in the Police Force’s human resource management and career development system.

  4. Strict and clear regulations on Police Force members serving outside the institution.

  5. Clear and measurable adjustments to retirement age based on organisational needs.

  6. Implementation of an education curriculum incorporating humanitarian, democratic principles, and human rights protection in line with modern democratic standards.

  7. Strengthening the tasks, functions, and redefining the position of the National Police Commission.
