DPD Papua Special Committee Emphasises Comprehensive Approach to Resolve Conflict

The Special Committee (Pansus) on Papua of the DPD RI has asserted that resolving conflict and humanitarian issues in Papua requires a comprehensive approach. This approach must prioritise the protection of civilians, the resettlement of refugees, law enforcement, the provision of basic services, and respect for indigenous communities as essential components of state policy.

These points were raised during a meeting of the DPD RI Papua Special Committee at the Mimika Regent’s Office, Central Papua Province, on Thursday (17/09). The meeting is part of a series of working visits by the Committee to gather facts, documents, and community aspirations from conflict-affected areas.

The meeting included various stakeholders, such as the Regent of Mimika, Johannes Rettob, representatives from the TNI (Indonesian National Armed Forces), representatives from Komnas HAM (National Commission on Human Rights), community leaders, refugees from Puncak Jaya Regency, and the Papua People’s Assembly in Central Papua. The discussions aimed to address internal conflicts in Papua that have led to displacement, security disturbances, and urgent humanitarian needs.

The Committee is conducting an in-depth study of the conditions facing refugees, victims of violence, disruptions to education and health, security conditions, and community recovery needs.

Data from Komnas HAM reveals a serious situation. In the first half of 2026, Komnas HAM recorded 42 incidents of violence and armed conflict in Papua, resulting in 5_9 deaths and 50 injuries. Of the 59 fatalities, 43 were civilians, eight were members of the TNI/Polri, and eight were members of armed civilian groups.
