Down payment for subsidised homes is only 1 percent under the FLPP programme
Jakarta, Kompas.com – The Housing Savings Management Agency (BP Tapera) said the down payment for subsidised housing under the Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) programme is only 1 percent. Sid Herdi Kusuma, Deputy Commissioner for Utilisation of Tapera Funds, said the scheme is one of the conveniences for Masyarakat Berpenghasilan Rendah (MBR) to own decent and affordable homes. He added that beneficiaries must meet several requirements, including not owning a home, not having previously received government housing subsidies, and having a maximum income of Rp 9 million for those who are not married and Rp 11 million for those who are married. BP Tapera conveyed this during a housing programme socialisation event held in the Garuda Auditorium, Kalimantan Barat Governorate Complex, Pontianak. The event carried the theme “Collaboration in Housing Financing and People’s Economic Empowerment” and was attended by Didyk Choiroel, Secretary-General of the Ministry of Public Housing and Public Works (PKP). According to him, the programme aims to accelerate economic growth by empowering micro, small, and medium enterprises (MSMEs) within the housing ecosystem. “Housing Credit (KUR Perumahan) provides a 5 percent interest subsidy for the supply side and a 6 percent fixed rate for the demand side,” he said. He also praised Bank Rakyat Indonesia (BRI) as the bank with the highest disbursement of KUR Perumahan up to March 2026, reaching Rp 3.7 trillion. At the same event, the PKP minister outlined several policies to accelerate the national housing programme, described as a “red carpet for the people.” These policies include exemptions from the Land and Building Acquisition Duty (BPHTB) for MBR, exemptions from the Building Permit (PBG), Government- Funded Value-Added Tax (VAT) exemptions (PPNDTP), loosening of FLPP policies so that the subsidised housing quota increases significantly, as well as collaboration through the Self-Help Housing Stimulus (BSPS) programme and private-sector corporate social responsibility (CSR) support. BP Tapera welcomed the increased quota as an opportunity to accelerate the disbursement of subsidised housing financing for MBR in Kalimantan Barat while strengthening the national housing ecosystem and promoting inclusive and sustainable growth centred on the people.
