Domestic Flight Tickets Could Rise Following Fuel Surcharge Regulation Implementation
The Ministry of Transportation (Kemenhub) has officially implemented a new regulation regarding additional fuel costs or fuel surcharge for economy-class domestic flight tickets. This policy is outlined in Ministerial Decree Number KM 1041 of 2026 and can be applied by airlines starting from 13 May 2026.
According to detikFinance, the regulation governs the amount of additional costs due to fluctuations in aviation fuel (avtur) prices for passenger fares in scheduled domestic commercial air transport.
The implementation of the policy follows the recent rise in avtur prices. In addition to maintaining airline operations, the policy is said to still consider consumer protection.
The regulated additional costs are determined based on the average avtur price from aviation fuel suppliers. The highest surcharge percentage ranges from 10% to 100% of the upper tariff limit (TBA), adjusted to the applicable avtur price fluctuations.
On 1 May 2026, the average avtur price was recorded at Rp 29,116 per litre. Therefore, domestic scheduled commercial air transport enterprises may apply a maximum additional cost of 50% of the TBA according to the service group.
The Director General of Air Transportation at Kemenhub, Lukman F. Laisa, explained that the fuel surcharge policy is a government-regulated mechanism to anticipate avtur price fluctuations and maintain the sustainability of national air transportation services.
“Adjustments to the fuel surcharge are made based on the mechanism and formulation established in the regulation. The government continues to ensure that the implementation of this policy is carried out in a measured manner, while still paying attention to consumer protection, tariff affordability, and airline operational sustainability,” said Lukman in a written statement on Thursday (14/5/2026).
Lukman added that airlines are still required to maintain service quality despite adjustments to additional costs due to rising avtur prices. In its implementation, airlines must list the fuel surcharge component separately on passenger tickets from the base fare, in accordance with applicable laws and regulations.
Kemenhub will also conduct supervision and evaluation of the policy’s implementation to ensure it runs transparently, accountably, and considers public interests.
