DLH Officer Caught Dumping Rubbish into River in East Jakarta, Resulting in Sanction
An action by a Public Facilities and Infrastructure Handling Officer (PPSU) was caught dumping rubbish into a river, which went viral on social media. The officer has now been given a sanction in the form of SP1 (warning letter). The action was also uploaded on the social media account of the Jakarta Environment Agency (DLH), as seen by detikcom on Wednesday (15/4/2026). In the video, an officer is seen sweeping and dumping leaf rubbish into the flow of Kali Baru Timur, Palad Palmeriam, Matraman Subdistrict, East Jakarta. The Jakarta DLH stated that it has followed up on the circulating complaint. Based on the examination results, the officer is a PJLP in the environment of the UPS Water Body of the DKI DLH. From the officer’s statement, the incident location could not be accessed by rubbish transport vehicles. Therefore, the rubbish was channelled into the river with the aim of it being carried to the barrier point or HDPE, which is about 10 metres from the location. “In that barrier area, it can be accessed by trucks to carry out rubbish transportation,” stated DLH in its explanation. Nevertheless, DLH emphasised that the action of dumping or sweeping rubbish into the river flow remains unjustified and violates the standard operating procedure (SOP). The involved officer has been reprimanded. “As a form of discipline enforcement, the officer concerned has been examined and given a sanction in the form of SP1,” it wrote.
