JAKARTA — The Jakarta Provincial Government (Pemprov DKI Jakarta) has allocated around Rp1.9 trillion for the redevelopment of slum areas in Jakarta for 2018–2025. Kelik Indriyanto, head of the DKI Jakarta Department of Public Housing and Settlement Areas (DPRKP), said the annual budget for slum area redevelopment averages around Rp200 billion. ‘In total, the budget for the redevelopment of slum areas implemented from 2018 to 2025 amounts to Rp1.9 trillion. Consequently, the average annual allocation is in the range of Rp200 billion,’ Kelik said via WhatsApp on Wednesday (20 May 2026). Much of the work is carried out through upgrading and improving the quality of existing RW kumuh so that their surroundings become more habitable through an approach of revitalisation. For renewal, the provincial government has carried out revitalisation in several locations such as Akuarium, Kunir, Palmerah, and Tanah Tinggi through comprehensive upgrading of homes along with infrastructure, facilities and utilities. Nevertheless, Kelik noted there are still several obstacles in addressing slums in Jakarta. ‘The biggest obstacles in tackling slums in Jakarta include the high density of settlements, the limited availability of land for housing and urban infrastructure, issues of spatial plan conformity, and land ownership legality.’ Based on Permen PUPR No. 14 of 2018, the condition of squalor is assessed in seven aspects: building condition, neighbourhood roads, provision of drinking water, environmental drainage, wastewater management, waste management, and fire protection. A RW is deemed not kumuh if its kumuh score falls below the threshold or is classified as not kumuh under these indicators. Previously, Jakarta Governor Pramono Anung said the number of kumuh RW in Jakarta had fallen from 445 RW in 2017 to 211 RW in 2026, a reduction of about 52 percent. However, the province still has 211 RW classified as kumuh, especially in West Jakarta and North Jakarta. ‘I have already visited almost all of the 267 kelurahan; some of these are in the West, notably Tambora and surrounding areas, and we will address that,’ Pramono said.
