DKI Option to Add 5,000 Satpol PP Personnel to Address High Workload
The Jakarta Provincial Government is following up on the Satpol PP’s request to add thousands of personnel. The reason for the addition is the high workload of the Satpol PP in Jakarta.
As compiled by detikcom on Sunday (26/4/2026), the complaint about the high workload was initially raised by the Head of Satpol PP Jakarta, Satriadi, during a meeting with Commission A of the Jakarta DPRD at the DPRD Building in Central Jakarta on Thursday (23/4). He stated that during his less than a year in office, 35 personnel had died due to the workload.
“Regarding the facilities at the ward offices, Sir. This is also our concern. I’ve been the Satpol PP head for almost a year, Sir. So almost 35 of my members have died. And it turns out the ratio is the same as the previous year with 42 people,” said Satriadi.
Satriadi explained that some of his members work 36 hours. He said the workload occurs due to the limited number of personnel.
“So it’s not because of the head, Sir, but because of the workload conditions and extraordinary facilities. Satpol PP members work up to 36 hours. Because of the number of personnel, as Mr Dadi also mentioned, in the area, Satpol PP aren’t visible,” he said.
“Because the number of Satpol PP members in each ward is only around 7-10 people. So why do we do 36 hours? Because the workload is disproportionate to the number of personnel, Sir. Especially with no adequate rest areas at the ward offices,” he continued.
Satriadi said his members now receive meals and drinks during shifts. He expressed gratitude that this has made his members quite happy.
“And thank you, Sir, this is extraordinary appreciation from the Satpol PP members to Commission A for supporting shift meals and drinks, Sir. For our members now, alhamdulillah, they are very happy just to get meals and drinks for shifts. That’s extraordinary,” he said.
Nevertheless, he regretted the lack of rest areas provided for his members on duty. According to him, this affects their health.
“But there are no rest areas, Sir, at the ward offices. Even though they guard 24 hours at the ward offices. There’s no place for them to rest. That’s also an obstacle. Now they still use the prayer room, sometimes the corridor, this and that. How can they work well the next day for enforcement? Their stress levels are always high,” said Satriadi.
Proposal to Add 5,000 Satpol PP Personnel in Jakarta
Aware of the high workload, Satriadi said the ideal personnel requirement is more than 10,000 people. However, the current number is only around 5,000 personnel, so an additional 5,000 are needed to meet the ideal number.
“With the three-shift system, the number of personnel per shift becomes very limited. This impacts the high workload borne by each member,” said Satriadi in a statement to reporters on Friday (24/4).
He explained that ideally, one ward needs around 18 to 20 personnel so that work distribution can run more optimally. With that number, each shift can be filled by a sufficient team so that there is no excess workload.
“However, the current condition is still far from that ideal standard,” he said.
DKI Provincial Government Opens Option to Add 5,000 Satpol PP Personnel Gradually
Then, Deputy Governor of Jakarta Rano Karno opened the option to add 5,000 Satpol PP personnel to strengthen enforcement functions in the Capital. The addition is planned to be done gradually according to budget capacity.
Rano said the need to add Satpol PP personnel is quite realistic given the vast area and the increasing complexity of handling in Jakarta.
“If Satpol PP asks for 5,000, it might be possible, but gradually,” said Rano in Kemayoran, Central Jakarta, on Friday (24/4).
He compared the Satpol PP personnel needs with the Fire and Rescue Agency (Gulkarmat), which even requires up to 11,000 personnel based on calculations of area and population. According to him, the role of Satpol PP as enforcers of regional regulations demands adequate human resources, especially with the expanding scope of services in Jakarta and surrounding areas.
Rano also highlighted the need to strengthen the Satpol PP institution. Such as providing facilities like a command headquarters (mako), which to this day is considered inadequate.
“Satpol PP are implementers of the law in enforcement. They have a large fleet, many personnel too. But if they don’t have a mako, that’s odd,” he said.
In addition, he mentioned the workload of Satpol PP members, which is considered quite high. That condition, according to him, needs to be balanced with attention to the health and welfare of the personnel.
“It’s not that their work is excessive, but their work is extra. Of course, health is a priority,” he said.
