DKI Jakarta Regional Parliament Backs Energy and Water Efficiency Policy

The DKI Jakarta Provincial Parliament (DPRD) and the provincial government are pushing for the implementation of energy efficiency and water management measures in buildings, as part of efforts to strengthen Jakarta’s commitment to becoming a sustainable city.

The government has introduced a green building policy emphasising electricity savings, optimisation of natural lighting, use of solar panels, and water recycling and conservation systems. These measures are intended to reduce energy consumption, cut carbon emissions, and safeguard water resources in the capital.

To reinforce this commitment, the DKI Jakarta provincial government has issued Governor Regulation (Pergub) No. 5 of 2026 on Energy and Water Efficiency in Buildings.

Deputy Chairman of Commission B of the DKI Jakarta Provincial Parliament, Wahyu Dewanto, said the policy represents a concrete step in climate change mitigation efforts. He noted that energy and water efficiency also forms part of the Climate Action Implementation (CAI) programme, a collaboration between the DKI Jakarta provincial government, the British government, and the global city network C40 Cities.

The CAI programme has the potential to significantly reduce electricity and water consumption, thereby generating cost savings for building owners.

Wahyu said the implementation of energy and water efficiency measures is highly relevant for a major city like Jakarta, and that the policy can promote sustainable building management. “This is an excellent step to curb energy and water usage, particularly in large cities,” he said.

According to Wahyu, successful implementation of the policy requires genuine commitment from building owners, including initial investment in more energy- and water-efficient equipment. “Changes in the behaviour of building occupants are also a crucial factor in supporting the programme’s success,” he said.

The expansion of the CAI programme could also encompass non-government buildings. The provincial government could provide incentives to building owners who demonstrate consistent application of the programme.

Wahyu added that the development of energy- and water-efficient buildings could be broadly incorporated into the Regional Spatial Plan (RTRW), and that environmentally friendly building designs could serve as input for the formulation of the Jakarta Green Building Regulation.

“This could certainly serve as a foundation for strengthening green building regulations in Jakarta going forward,” he said.

Previously, Governor Pramono set a target for the CAI programme to reduce greenhouse gas emissions by 31.89 per cent by 2030, including improving energy and water efficiency by up to 30 per cent. This target is significant, given that the building sector accounts for approximately 60 per cent of emissions in Jakarta.

The provincial government aims to establish government buildings as green building models, driving Jakarta’s transition towards becoming a low-carbon and sustainable city.

Moratorium Policy

Commission C member of the DKI Jakarta Provincial Parliament, August Hamonangan, said groundwater extraction in buildings has contributed to land subsidence in Jakarta.

He argued that the provincial government needs to impose a moratorium, or temporary halt, on the construction of high-rise buildings, with the exception of simple public rental flat (Rusunawa) projects.
