DKI Jakarta Provincial Government Drafts Omnibus Regulation for KJP and Social Assistance Data Integration
The Jakarta Provincial Government is drafting an omnibus regulation to integrate data of social assistance (bansos) recipients, the Jakarta Smart Card (KJP), and the Jakarta Top Student Card (KJMU). Jakarta Education Department Head Nahdiana said the system is being created to ensure integrated social assistance data without overlaps. ‘Next, can a network be established to verify—for example—how many children in a family receive benefits? We are currently in the process, Madam Eti,’ Nahdiana said during a working meeting with the DKI Jakarta Regional House of Representatives’ Commission E on 25 May 2026. ‘Regarding social assistance, Mr. Askesra frequently chairs our meetings. The regulations will be consolidated into an omnibus framework to streamline social protection, which is currently underway,’ she added. She stated that all social assistance data will be connected within a single system. This will allow the government to see all benefits received by a single family. Thus, benefits such as KJP, KJMU, and social assistance can be more precisely targeted. ‘Everything will be fully integrated, so it will be clear for a family—say, if we’re asked, “Oh, they have three children, do all three get KJP?” Then when they’re at university, they receive KJMU. The family may also receive other benefits,’ Nahdiana explained. Therefore, social assistance recipient data still needs to be streamlined for better integration. ‘Well, given our authority, this is how it works. The data is currently being streamlined, Madam. It’s being consolidated into a single system,’ she said. She confirmed that the drafting of the social protection omnibus regulation is ongoing under the coordination of the Jakarta Provincial Government’s Assistant for People’s Welfare (Askesra). ‘And future social assistance recipients will be clearly identified, regardless of their benefits. It’s in progress, Sir. We’re under Kesra, led by Mr. Askesra, and the regulation for social protection is being finalised,’ Nahdiana added.
