Jakarta (ANTARA) - The Regional Regulations Formation Agency (Bapemperda) of the Jakarta DKI Regional Council (DPRD DKI) has begun discussing the Draft Regional Regulation (Raperda) on the Protection of Women. In the initial discussion, the draft regulation comprises 13 chapters and 49 articles, which are being reviewed. The Chairman of Bapemperda DPRD DKI Jakarta, Abdul Aziz, said in Jakarta on Thursday that the number of articles and chapters could still increase if there are inputs from Bapemperda members or from Commission E of the DPRD DKI. ‘One of them is a proposal to add articles concerning sanctions,’ he said. According to Aziz, the draft Raperda on the Protection of Women currently does not regulate sanctions. Therefore, Bapemperda will revisit the proposed addition regarding sanction provisions in the Raperda next week. He hopes that by the time the Raperda is discussed again, the draft sanction proposals will have been finalised by the Legal Bureau, so that the Raperda on the Protection of Women can be completed properly to strengthen the government’s efforts to provide protection for women in Jakarta. ‘We will provide further input,’ Aziz said. Earlier, in a plenary meeting at the DPRD DKI on Monday (11 May), Jakarta Governor Pramono Anung Wibowo emphasised that the Raperda would cover various forms of violence against women. ‘This draft regulation must be able to cover physical, psychological, sexual, economic, exploitation, discrimination, and technology-based violence,’ Pramono said. Pramono said the Raperda would underpin integrated services, from complaints handling, assessment, accompaniment, legal services, psychological support, health, social rehabilitation, safe shelters, repatriation, to social reintegration. The strengthening would be supported by service procedures, service standards, response times, and periodic evaluations to be further regulated in the implementing regulations. The Raperda also governs protection for women in special conditions, such as women with disabilities, female heads of households, the elderly, working women, domestic workers, women living with HIV/AIDS, and women in disaster situations or social conflict.
