DKI DPRD Deems Health Regional Regulation Draft Inadequate in Regulating Stunting Prevention
Secretary of the Democratic-Perindo Faction in the DKI Jakarta DPRD, Lazarus Simon Ishak, expressed this view while delivering his faction’s general stance on the Draft Regional Regulation (Ranperda) on the Local Health System during a plenary session of the DKI Jakarta DPRD on Monday (11/5/2026). Lazarus stated that stunting in Jakarta remains a serious issue despite the capital city having Indonesia’s largest fiscal capacity. Based on 2024 Indonesian Nutrition Status Survey (SSGI) data, the stunting prevalence in DKI Jakarta still reaches 17.2%, affecting around 143,601 toddlers. According to him, this condition even shows a worrying trend in some areas. For example, Central Jakarta experienced an increase in stunting prevalence from 14% in 2022 to 20.3% in 2024. “These figures certainly need attention, especially as Jakarta positions itself as a global city with fiscal capacity far greater than many other regions,” Lazarus said. The Democratic-Perindo Faction assesses that the Draft Regional Regulation on the Local Health System has not firmly regulated the obligations for improving public nutrition and preventing stunting as mandated by Law No. 17 of 2023 on Health and Presidential Regulation No. 72 of 2021. Therefore, they propose adding articles in the Health Efforts Chapter that include monitoring toddler nutritional status at all puskesmas, interventions for pregnant women with Chronic Energy Deficiency (KEK) and infants aged 0-23 months, strengthening Posyandu as the frontline for early detection, and cross-agency coordination through eight convergence actions. In agreement with Lazarus, Chairman of the Democratic-Perindo Faction in the DKI Jakarta DPRD, Ali Muhammad Johan, called for standardisation of stunting measurement data by integrating SSGI, Indonesian Health Survey (SKI), and Community-Based Electronic Nutrition Recording and Reporting (EPPGBM) into a single comparable reporting system. “So far, Jakarta’s stunting figures have often fluctuated due to different measurement methods between SSGI, SKI, and EPPGBM. As a result, data across years is hard to compare, making interventions inaccurate,” Ali said. The Democratic-Perindo Faction also requests that the DKI Provincial Government set regional stunting prevalence targets through a Governor’s Regulation and report them to the DPRD annually so that handling can be measured and supervised regularly. He revealed that the Draft Regulation also repeals three previous health regional regulations, namely Regional Regulation No. 6 of 2007, No. 5 of 2008, and No. 4 of 2009. Therefore, changes in regulations are deemed necessary to be truly clear to avoid confusion in implementing health services in the field. On the other hand, the Democratic-Perindo Faction appreciates several achievements in DKI Jakarta’s health sector. One of them is the increase in the Universal Health Coverage Service Coverage Index (UHC SCI) from 75.01 in 2023 to 80.07 in 2025. Public satisfaction with health services is also said to consistently remain above 93%. Nevertheless, Ali assesses that Jakarta cannot be content with being below the national average in handling stunting. According to him, as a global city, Jakarta should aim towards the standards of advanced world cities, which average stunting prevalence below 10%, even in the range of 2-5%. Besides the stunting issue, Democratic-Perindo also highlighted the lack of integration in Jakarta’s health information system. The faction assesses that the implementation of Electronic Medical Records mandated by Minister of Health Regulation No. 24 of 2022 has not run optimally in the field. As a result, referred patients from puskesmas to hospitals still have to repeat examinations and administration because health data is not connected in one system. “Health service integration is an urgent need that must be implemented immediately,” he said. The Democratic-Perindo Faction also requests that Article 34 of the Draft Regulation on the Health Information System be supplemented with targets for implementing Electronic Medical Records connected to SATUSEHAT and BPJS in all health facilities owned by the DKI Provincial Government.
