Badung, Bali (ANTARA) - The Directorate General of Intellectual Property (DJKI) of the Indonesian Ministry of Law is promoting the strengthening of a fair, transparent, and accountable royalty governance ecosystem in Southeast Asia through the ASEAN Collective Management Organization (CMO) Forum.

Director General of Intellectual Property of the Indonesian Ministry of Law, Hermansyah Siregar, stated during the opening of the ASEAN CMO event in Kuta, Badung Regency, Bali, on Friday, that the forum represents a crucial opportunity to synergise efforts among countries to improve royalty distribution systems, particularly in the digital era.

“We hope this becomes a collective momentum to synergise all strengths and efforts to realise a royalty governance ecosystem that is fairer, more transparent, and accountable, so that rights holders can receive their proportional entitlements,” said Hermansyah.

The forum, titled Collaborative Strategic Dialogue on Digital Royalty, is the first event to bring together Collective Management Organisations (CMOs) across ASEAN.

DJKI assesses that the rapid development of digital platforms and digital service providers has disrupted copyright licensing business models, particularly for music.

The exploitation of musical works now occurs across jurisdictions in real time, but this high level of utilisation has not been matched by accurate royalty distribution to rights holders.

Additionally, disparities in technological infrastructure among CMOs and the fragmentation of copyright ownership data in the ASEAN region have contributed to significant revenue leakage.

According to Hermansyah, this situation indicates that digital royalty governance issues can no longer be addressed partially by individual countries.

Therefore, he believes regional synergy is needed to build an integrated, transparent, and equitable system for all creators in Southeast Asia.

Regionally, digital music royalty governance in ASEAN remains fragmented, with differences in legal frameworks, institutions, and technical capacities in each country.

Some countries already have established CMOs with digital-based distribution systems, while others still face infrastructure limitations and low awareness among creators regarding copyrights.

Through this forum, ASEAN countries are expected to reach mutual understanding and agree on strategic steps to strengthen cross-border royalty governance.

Domestically, this initiative aligns with efforts to strengthen the national copyright protection system, based on Law No. 28 of 2014 on Copyrights.

The forum’s main targets include producing measurable outcomes, such as aligning perceptions on standardising copyright metadata among CMOs in Asia.

Furthermore, the forum aims to consolidate institutional commitments to enhance equal bargaining positions in tariff negotiations with global digital service providers.

It is also expected to give rise to a joint commitment to integrate digital royalty systems across the region.

The event is being held both in-person and online, involving CMO leaders from various countries, representatives of Indonesian LMKs, and relevant stakeholders.

Through panel dialogues and knowledge-sharing sessions, participants are discussing best practices in digital royalty governance, distribution transparency, and opportunities for cross-country licensing cooperation.
