Dismissed from Police Force, Brimob Officer Who Assaulted Student in Tual Still Mulling Appeal

Bripda MS, a member of the Maluku Provincial Police Mobile Brigade (Brimob) alleged to have assaulted a student identified as AT (14) resulting in his death, has been sanctioned with dishonourable discharge (PTDH).

Despite the ruling, after the verdict was read out, Bripda MS stated he was still considering whether to file an appeal.

The dismissal was handed down during a hearing of the Police Code of Ethics Commission (KKEP) held at the Maluku Provincial Police Professional and Security Division building on Tuesday (23 February). The ethics hearing had previously been conducted behind closed doors in the disciplinary hearing room.

The panel was chaired by Senior Commissioner Indra Gunawan, accompanied by Deputy Chair Commissioner Djamaludin Malawat and panel member Commissioner Izac Risambessy.

During the proceedings, it was revealed that Bripda MS, who served in Brimob Company 1, Battalion C Pelopor of the Maluku Provincial Police, was proven to have violated the police professional code of ethics.

As a law enforcement officer, every member of the Indonesian National Police is required to carry out duties in a professional, proportional and procedural manner, and is prohibited from committing acts of violence.

“The Ethics Commission panel has handed down sanctions: firstly, Bripda MS’s conduct constitutes reprehensible behaviour; secondly, Bripda MS shall be placed in a special detention facility for four days from 21 to 24 February 2026; and finally, Bripda MS is dishonourably discharged as a member of the Maluku Provincial Police Brimob,” said Deputy Chair of the Ethics Commission, Commissioner Djamaludin Malawat, whilst striking the gavel.

The ethics hearing presented 14 witnesses. Nine witnesses were from Brimob Company 1, Battalion C Pelopor, one was the victim’s sibling, two were Tual District Police officers, and two family members of the victim participated via video link.

Head of Public Relations for the Maluku Provincial Police, Senior Commissioner Rosita Umasugi, confirmed that the hearing found Bripda MS guilty of committing a serious violation.

“Based on the facts presented during the hearing, Bripda MS was found to have committed assault. The panel imposed the following sanctions: firstly, Bripda MS’s conduct is classified as reprehensible behaviour; secondly, placement in a special facility for four days from 21 to 26 February 2026; and thirdly, dishonourable discharge as a member of the Indonesian National Police,” said Rosita during a press conference at the Maluku Provincial Police headquarters on Tuesday.

For his actions, Bripda MS was found to have violated Article 13 paragraph 1 of Government Regulation Number 1 of 2003 concerning the Dismissal of Members of the Indonesian National Police, in conjunction with Article 5 paragraph 1 letters B and C, Article 8 letter C point 1, and Article 13 letter M of Indonesian National Police Regulation Number 7 of 2022 concerning the Professional Code of Ethics and the Indonesian Police Commission.
