Discussions on Electric Motorcycle Conversion: Technical and Regulatory Challenges

JAKARTA - The programme to convert petrol motorcycles to electric motorcycles is currently in the spotlight, in line with the push to accelerate vehicle electrification in Indonesia. Although technically feasible, various obstacles ranging from legality, component standardisation, to the supply chain make the conversion process unable to run smoothly on a massive scale. According to Wahyu Budhi, Training Analyst and Technical Analyst at PT Wahana Makmur Sejati, the official Honda dealer, there are several main challenges that must be addressed before the converted motorcycles can be used on public roads. He added that legal hurdles are a key concern. Without appropriate type testing, converted motorcycles cannot be officially recognised, thus risking violations of traffic regulations. “Type testing certification (SUT/SRUT) is required to keep the motorcycle legal; this is a step that cannot be skipped,” said Wahyu. In addition, technical challenges also arise from component standardisation. Because each motorcycle has a different frame design, mechanics must customise the battery mounts and controllers, resulting in higher time and costs compared to purchasing a new electric motorcycle. The supply chain also acts as a limiting factor. Many core components such as batteries and controllers are still imported, so availability and prices can fluctuate according to global market conditions. Wahyu emphasised that support for the ecosystem, including certified workshops and clear regulations, will determine the success of this conversion programme. This discourse aligns with the government’s push. President Prabowo Subianto previously stressed the importance of accelerating the adoption of electric vehicles, including through conversion programmes for internal combustion engine motorcycles.
