Directorate General of Civil Aviation Reaffirms Indonesia Airlines Has Not Met Licensing Requirements

The Directorate General of Civil Aviation at the Ministry of Transport has reiterated that PT Indonesia Airlines Holding has not fulfilled all licensing requirements mandated by regulations to operate flights.

Director General of Civil Aviation Lukman F Laisa stated that every airline must follow all licensing stages in an orderly and complete manner before being declared legally authorised to operate.

The standard certificate held by PT Indonesia Airlines has not been verified in either the Online Single Submission (OSS) system or the Integrated Air Transport Licensing Information System (SIPTAU). Consequently, the certificate is not yet legally valid and cannot serve as a basis for flight operations.

One of the key requirements that has not been met is the submission of a business plan covering fleet acquisition plans, operational areas, organisational structure, financial capacity, and a five-year service plan. Without the completion of this documentation, the verification process cannot proceed and no operational permit can be issued.

"We reiterate that unverified status means the process is not yet complete. Without complete documentation, permits will not be granted, and flight activities must not be conducted," said Lukman in a written statement on Thursday (24 July 2025).

To date, there is not a single licensing document stating that Indonesia Airlines has the right to provide air transport services. The process of issuing an Air Operator Certificate (AOC) cannot even be applied for, as the initial stages have not yet been completed.

"Establishing an airline is not merely an administrative matter — it concerns safety and operational compliance. Therefore, all processes must be followed correctly, and the public needs to receive accurate information," Lukman emphasised.

PT Indonesia Airlines is a subsidiary of Calypte Holding Pte Ltd, a Singapore-based company operating across various sectors including renewable energy, agriculture, and aviation. The company was founded by Iskandar Ismail, an Indonesian businessman born in Bireun, Aceh, on 7 April 1983. Indonesia Airlines plans to focus on international routes without serving domestic flights within Indonesia.
