On July 15, 1996 I received a wedding gift from a friend in
Singapore through DHL. To my surprise, DHL charged me US$10 per
kilogram ($80 altogether) in mailing tax. According to DHL the
regulation is exclusive to the company. I discussed this matter
with Customer Service, and was informed that a gift is exempted
from import tax. But when I came to DHL to collect my gift the
staff in the office said that all goods, without exception, are
subject to operation cost according to DHL regulation.

To the best of my knowledge it is the Customs Office that
levies the import tax. And a gift is not taxed because the
delivery tax is already paid by the sender.

DHL has disappointed me. How could DHL have such regulations?
