DHE SDA Rules to Take Effect in June 2026, US Added to Exemption List
JAKARTA, KOMPAS.com - Coordinating Minister for Economic Affairs Airlangga Hartarto said the government will provide exemptions in the new policy on foreign exchange earned from the export of natural resources (DHE SDA) for a number of partner countries, including the United States (US).
“There will be exemptions for partner countries. We will monitor, for example, the United States,” Airlangga said in a statement quoted in Jakarta, on Friday (22 May 2026).
The provision is regulated in Government Regulation (PP) No. 21 of 2026. The rule is a revision to PP No. 36 of 2023 on Devisa Hasil Ekspor from Activities of Exploitation, Management, and/or Processing of Natural Resources.
The government will begin applying the new DHE SDA rules on 1 June 2026.
Under the policy, exporters in the natural resources sector are required to deposit 100 percent of foreign exchange earnings into the Himpunan Bank Milik Negara (Himbara) accounts.
Exporters are also required to allocate at least 30 percent of DHE SDA for the oil and gas sector and 100 percent for the non-oil and gas sector into dedicated accounts in the Himbara system.
The government also changes the rules on converting foreign currency to rupiah.
Under the latest rules, the limit for converting DHE in foreign currency to rupiah is reduced from 100 percent to a maximum of 50 percent.
Specifically for the implementation of bilateral trade agreements, DHE SDA from the mining sector must retain at least 30 percent for a minimum of three months.
The funds may also be placed in non-Himbara banks.
