Deputy Minister Stresses Synchronisation and Collaboration to Advance MSMEs Across Indonesia

Deputy Minister for Micro, Small and Medium Enterprises (MSMEs) Helvi Moraza has emphasised the importance of synchronisation and collaboration with various stakeholders in efforts to advance MSMEs in Indonesia.

"I agree with Pak Emil (Dardak), who highlighted the importance of synchronisation from the provincial level, particularly with the agencies responsible for MSMEs in regencies and cities. That is why today we are starting by bringing together the heads of MSME agencies from across Indonesia," said Deputy Minister Helvi whilst opening the Socialisation and Public Consultation on the Draft Strategic Plan of the Ministry of MSMEs for 2025-2029 in Surabaya on Monday (2 June 2025).

At the same event, Acting Governor of East Java Emil Dardak noted that programme synchronisation at the provincial level was needed in MSME management to ensure initiatives were well-targeted and their benefits felt by MSME entrepreneurs.

According to Helvi, regional leaders have a better understanding of local potential and their communities, and the Ministry of MSMEs therefore hopes to receive numerous recommendations from the regions regarding MSMEs that should be supported for the advancement of the sector in Indonesia.

"Of course, we want this drafting approach to be bottom-up rather than top-down. To that end, we are striving to obtain input from all of you so that MSME empowerment and protection remains effective," she said.

Regarding collaboration, Helvi continued that the Ministry of MSMEs had established various partnerships in line with President Prabowo's directives. She said the ministry had already forged collaborations with the Ministry of Manpower, the Ministry of Creative Economy, the Ministry of Tourism, and the Ministry of Women's Empowerment and Child Protection.

For market access, partnerships had been established with the Ministry of Defence and the Ministry of Investment/BKPM.

"There is also collaboration with the Ministry of Trade — we are working together to drive MSME Go Export. Then, regarding downstream processing with BKPM, we will be paired up for partnerships between MSMEs and large enterprises," she said.

Beyond collaboration with ministries and government agencies, Helvi explained that the Ministry of MSMEs had also undertaken cooperation and MSME empowerment activities with regional governments, state-owned enterprises, the private sector, digital platforms, financing institutions, universities, and relevant associations.

According to Helvi, the Draft Strategic Plan of the Ministry of MSMEs for 2025-2029 was prepared taking into account national and international economic conditions, as well as challenges faced by MSMEs in Indonesia.

In addition to existing regulations, Helvi added that the strategic plan also includes a regulatory framework to be formulated over the next five years, which is expected to support MSME empowerment activities.

"Several regulatory frameworks are currently being developed at the Ministry of MSMEs, including a Draft Ministerial Regulation on Norms, Standards, Procedures and Criteria for MSME Facilitation, Protection and Empowerment. There is also a Draft Ministerial Regulation on One Data Implementation, and a Draft Ministerial Regulation on MSME Partnerships and Holding Companies," she added.

Also present at the event were Secretary of the Ministry of MSMEs Arif Rahman Hakim, ministry officials, and heads of MSME agencies from across Indonesia.
