Deputy Investment Minister Introduces 'Fictive Positive' Policy to Accelerate Business Licensing

Sumedang — Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu, has officially introduced the Fictive Positive (FikPos) policy as a new innovation in Indonesia's business licensing system. FikPos has been implemented on the Risk-Based Online Single Submission (OSS) system since early June 2025, with the aim of accelerating business licensing processes and driving regional investment.

The announcement was made directly by the Deputy Minister during the Second Wave Leadership Orientation for Regional Heads and Deputy Regional Heads at the IPDN Campus in Jatinangor, Sumedang Regency, West Java.

Fictive Positive is a bureaucratic reform principle in business licensing services, whereby licence applications that have met all requirements and receive no response from the relevant authority within the stipulated service level agreement (SLA) period are deemed legally approved. The policy promotes efficiency, transparency and legal certainty in the business licensing process.

"All licensing is managed on a single OSS platform, and the control lies with us. This is the momentum because we also want coordination between central and regional government to move quickly," Todotua Pasaribu affirmed.

In his address, Todotua emphasised that the success of this policy depends heavily on close collaboration between central and regional governments, particularly through the strategic role of the Regional Investment and One-Stop Integrated Services Agency (DPMPTSP).

"This forum is one we have personally been looking forward to because it provides the momentum for us to meet face to face. Our ministry is one that will interact extensively with the functions of provincial and regency/city officials," he explained.

He also encouraged regional heads to actively consult and maintain intensive communication with the Ministry of Investment and Downstreaming/BKPM to ensure investment policies and their implementation run effectively.

The FikPos policy is expected to be a game-changer in creating an investment climate that is welcoming, swift and transparent across Indonesia's regions. Under this system, business operators will no longer be hindered by convoluted bureaucracy, and regional governments can focus more on local economic development through ease of doing business.
