Deputy Interior Minister (Wamendagri), Bima Arya Sugiarto, reviewed the implementation of the first day of the work-from-home (WFH) policy for Civil Servants (ASN) in Bogor City on Friday (10/4). He expressed appreciation for the system’s continued discipline through technology-based digital oversight.

This appreciation is directed at the use of the e-kinerja application, which enables monitoring of employee activities even when not in the office. The system records attendance based on location coordinates of their residences, ensuring work productivity remains accurately measurable.

“The first aspect is the excellent oversight mechanism, as the e-kinerja application is already in place at the Bogor City Government,” he stated in a written remark on Saturday (11/4).

Through this system, ASN attendance is recorded based on location coordinates according to their respective residences. This data directly impacts the performance evaluation of each employee.

Oversight is not only automated through technology. The mechanism is also tiered, from direct superiors and regional heads to the ministry, while opening opportunities for public participation.

Beyond oversight, WFH is also seen to bring significant budget savings potential. Based on preliminary calculations by the Bogor City Government, the efficiency achievable is estimated at around Rp900 million per month.

Although the figure is substantial, evaluation is still needed to ensure ASN productivity does not decline. The government wants to ensure that work flexibility does not come at the expense of service quality.

One public concern about WFH is its impact on direct services to residents. Bima assured that this is not occurring in Bogor City.

“We also see that public services continue to run, because in the regions, districts, sub-districts, and wards are not on WFH; everyone continues to work well,” he emphasised.

In the future, the Ministry of Home Affairs will encourage other local governments to strengthen similar digital oversight systems. This step aims to ensure that work pattern flexibility aligns with accountability and improved ASN performance.

Bima also delivered a firm message to all ASN, whether implementing WFH or continuing to work from the office. He stressed that changes in work patterns must not loosen discipline.

“For those on WFH, obey the rules. For those on WFO, be efficient with public transport or cycling,” he asserted.
