Deputy Interior Minister (Wamendagri) Bima Arya Sugiarto has appreciated the implementation of the first day of the work-from-home (WFH) policy for Civil Servants (ASN) in Bogor City, which continues to operate with discipline through technology-based monitoring. He expressed this after inspecting the WFH implementation in Bogor City on Friday (10/4).

The appreciation is particularly given for the use of the e-kinerja application, which enables the monitoring of ASN performance to remain intact even when working from home.

“The first thing is the very good monitoring mechanism because the e-kinerja application is already in place at the Bogor City Government,” said Bima, in a written statement on Saturday (11/4/2026).

Through this system, ASN attendance is recorded based on coordinate points according to their domicile, so work activities remain measurable and directly impact performance evaluations. Monitoring is also carried out in stages by direct superiors, regional heads, up to the ministry, and opens up opportunities for public participation.

In addition to maintaining discipline, the WFH policy is also seen as having the potential to increase budget efficiency. Based on preliminary calculations by the Bogor City Government, savings could reach around Rp 900 million per month. Nevertheless, evaluations are still needed to ensure that ASN productivity remains optimal.

Bima emphasised that the WFH implementation does not disrupt public services because service units at the sub-district and village levels continue to operate directly.

“We also see that public services continue to run, because in the regions, in the areas, sub-districts [and] villages do not WFH, everyone continues to work well,” he explained.

In the future, the Ministry of Home Affairs (Kemendagri) will continue to encourage local governments to adapt the WFH implementation by strengthening technology-based monitoring systems so that work flexibility remains aligned with improvements in performance and accountability.

He also stressed that flexibility in work patterns must not reduce the discipline and productivity of ASN.

“For those on WFH, obey the rules. For those on WFO, efficiency with public transport or cycling,” he asserted.
