Deputy Industry Minister Confirms Civil Organisation Disruptions at BYD Factory in Subang Have Been Resolved
Deputy Minister of Industry Faisol Riza has confirmed that disruptions caused by civil organisations (ormas) during the construction of BYD's manufacturing facility in Subang, West Java, have been successfully resolved.
"BYD has stated that they were able to handle it," said the Deputy Minister when met in Jakarta on Monday, 28 April 2025.
The Deputy Minister stated that his office had communicated with the relevant company and conducted checks. He also expressed hope that actions by civil organisations obstructing factory construction activities in the country would not recur.
"We hope this does not happen again. We have already communicated," he added.
Deputy Chairman of the People's Consultative Assembly (MPR), Eddy Soeparno, had previously revealed that the Chinese electric vehicle manufacturer's factory had been subjected to thuggery by civil organisation groups. Eddy said the construction of BYD's factory in Subang, West Java, had been disrupted by the actions of these organisations. He obtained this information during an invitation from the Chinese Government as part of his visit to Shenzhen, China.
"There were problems related to thuggery by civil organisations disrupting BYD's production facility construction. The government needs to be firm in handling this issue. We cannot allow investors to come to Indonesia and feel they are not receiving security guarantees — the most fundamental requirement for investment to enter Indonesia," Eddy said in a video posted on Instagram.
BYD's major investment in Subang Smartpolitan, an integrated self-sufficient city for industrial and commercial zones in Indonesia, is expected to become a catalyst for national economic growth. BYD is reported to have invested up to Rp11.7 trillion.
Previously, the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) stated it would establish communication with BYD to resolve the issue of civil organisation disruptions hampering factory construction in Subang, West Java.
"Today we will try to contact our colleagues at BYD to assess the situation," said Deputy for Investment Promotion at the Ministry of Investment and Downstreaming/BKPM, Nurul Ichwan, in Jakarta on Wednesday, 23 April 2025.
He stated that after communicating with BYD, BKPM would coordinate with the Anti-Thuggery Task Force to effectively address the disruptive activities.
Nurul Ichwan also emphasised that BKPM consistently views thuggery and illegal levies as not only disturbing the comfort of business operators but also potentially damaging Indonesia's investment climate image at the global level.
