Deputy Home Affairs Minister Ensures Progress of Mountainous Papua Government Centre Development is Monitored

Deputy Home Affairs Minister (Wamendagri) Ribka Haluk led a coordination meeting on the development progress of the Government Centre Area (KPP) for Mountainous Papua Province via video conference from Jakarta today. During the meeting, Ribka ensured that the development progress of the KPP Mountainous Papua is continuously monitored regularly and proceeds according to schedule.

This meeting was a follow-up to a field visit on 8 February 2026 and a meeting with the Deputy Minister for Public Works on 25 February 2026. In her guidance, Ribka stressed that the development of KPP Mountainous Papua is a mandate of the Law on New Autonomous Regions (DOB) of Papua that must be consistently managed.

“Our target is clear: the KPP Mountainous Papua must be operational by 2028 as hoped in the Joint Development Plan with Commission II of the Indonesian Parliament. Therefore, every administrative and technical stage must be ensured to proceed according to schedule,” Ribka stated in a written statement on Friday (27/2/2026).

The meeting focused on meeting readiness criteria (RC) and accelerating completion of the Environmental Impact Analysis (Amdal) documents. This followed the change in location from Walesi District to Hubikosi District. It also discussed the readiness of civil service housing development in the area.

Several issues of concern included refinement of RC notes, completion of land clearing for the Papua People’s Assembly (MRP) office, and acceleration of the Amdal documents. Regarding this, Ribka requested that the Mountainous Papua Provincial Government immediately complete the Reference Framework Form (FKA) documents no later than 4 March 2026.

She stated that the Amdal documents are targeted for completion before Eid al-Fitr so that the tender process in June or July can proceed according to schedule.

“The Amdal discussion involves an Assessment Team together with the Environmental Health Service (DLH) of Papua Province, which is the parent province,” she explained.

Regarding civil service housing, Ribka requested the Ministry of Housing and Settlement Areas (PKP) immediately input data on civil service apartment buildings into the Housing Assistance Information System (SIBARU) application. The civil service housing development programme is currently at the stage of drafting a Presidential Instruction (Inpres) at the State Secretariat Ministry.

“Achieving the operational target of KPP in 2028 requires joint work, strong coordination, and discipline in meeting every stage. We must ensure the entire process runs on time,” she concluded.

As a follow-up, Ribka will hold a further meeting to ensure all stages of planning and preparation for the physical development of KPP Mountainous Papua proceed according to schedule.

Present at the meeting were officials from the Mountainous Papua Provincial Government, the Ministry of Housing and Settlement Areas, the Ministry of Public Works, the Environmental Health Service of Papua Province, the Amdal Assessment Team, and the Directorate General for Regional Development (Bangda) of the Home Affairs Ministry.
