Deputy Home Affairs Minister Affirms Commitment to Accelerating South Papua KSPEAN Development
Deputy Minister of Home Affairs Ribka Haluk has emphasised the Ministry of Home Affairs’ commitment to overseeing the acceleration of development for the National Food, Energy, and Water Production Centre Area (KSPEAN) in South Papua Province. She stated this commitment is being realised through strengthening regional development planning governance, synchronising cross-sector policies, and enhancing communication with the community to ensure this national strategic programme runs effectively and sustainably. “With the Regional Spatial Plan (RTRW) in place, the central and regional governments, together with relevant ministries and agencies, can begin to move faster in terms of spatial planning, regulation, and other technical aspects,” Ribka said in a statement in Jakarta on Thursday. Ribka explained that the Ministry of Home Affairs has undertaken various preparatory and synchronisation steps with regional governments as a follow-up to Presidential Instruction Number 14 of 2025 concerning the Acceleration of KSPEAN Development, specifically in South Papua. One key milestone that has been completed is the drafting of the South Papua Province Regional Spatial Plan for 2025–2029, which serves as the primary foundation for directing integrated area development. She noted that the existence of the RTRW will provide certainty regarding the direction of development while accelerating cross-ministerial, agency, and regional government coordination to support the development of food and energy centre areas in South Papua. Beyond planning and regulatory aspects, Ribka stressed the importance of a social approach that prioritises active communication with communities, particularly customary land rights holders. “When communication does not run well, various misunderstandings can arise and potentially hinder programme implementation,” she said. Therefore, Ribka stated that the Ministry of Home Affairs continues to encourage regional governments to strengthen dialogue and community involvement at every stage of development so that all programmes can run inclusively and provide benefits directly felt by the people of South Papua. Ribka also expressed hope that the synergy built between the central government, regional governments, and the community can further accelerate the realisation of KSPEAN development as one of the national strategic projects supporting food security, energy security, and the acceleration of development in Indonesia’s eastern region. “The Ministry of Home Affairs is ready to provide facilitation and assistance to regional governments and will continue to supervise communication with the community so that programme implementation can proceed well, safely, and provide real benefits for the people of South Papua,” Ribka concluded.
