        "content": "<p>Deputy Minister of Home Affairs Ribka Haluk has emphasised the\nMinistry of Home Affairs\u2019 commitment to overseeing the acceleration of\ndevelopment for the National Food, Energy, and Water Production Centre\nArea (KSPEAN) in South Papua Province. She stated this commitment is\nbeing realised through strengthening regional development planning\ngovernance, synchronising cross-sector policies, and enhancing\ncommunication with the community to ensure this national strategic\nprogramme runs effectively and sustainably. \u201cWith the Regional Spatial\nPlan (RTRW) in place, the central and regional governments, together\nwith relevant ministries and agencies, can begin to move faster in terms\nof spatial planning, regulation, and other technical aspects,\u201d Ribka\nsaid in a statement in Jakarta on Thursday. Ribka explained that the\nMinistry of Home Affairs has undertaken various preparatory and\nsynchronisation steps with regional governments as a follow-up to\nPresidential Instruction Number 14 of 2025 concerning the Acceleration\nof KSPEAN Development, specifically in South Papua. One key milestone\nthat has been completed is the drafting of the South Papua Province\nRegional Spatial Plan for 2025\u20132029, which serves as the primary\nfoundation for directing integrated area development. She noted that the\nexistence of the RTRW will provide certainty regarding the direction of\ndevelopment while accelerating cross-ministerial, agency, and regional\ngovernment coordination to support the development of food and energy\ncentre areas in South Papua. Beyond planning and regulatory aspects,\nRibka stressed the importance of a social approach that prioritises\nactive communication with communities, particularly customary land\nrights holders. \u201cWhen communication does not run well, various\nmisunderstandings can arise and potentially hinder programme\nimplementation,\u201d she said. Therefore, Ribka stated that the Ministry of\nHome Affairs continues to encourage regional governments to strengthen\ndialogue and community involvement at every stage of development so that\nall programmes can run inclusively and provide benefits directly felt by\nthe people of South Papua.
