Jakarta — Deputy Chief of the Indonesian National Police (Polri), Komjen Pol. Dedi Prasetyo, has emphasised the importance of strengthening intellectualism within the police force.

He made the remarks after receiving intellectual property rights (IPR) certification for 39 books authored by him.

“Modern police officers must not rely solely on physical strength and authority; instead, they must be grounded in scientific knowledge. For me, writing is a means of sharing and preserving field experience so that it can be formulated into theory and useful knowledge,” he stated in a statement received in Jakarta on Tuesday.

According to him, improving the quality of human resources is key for the police institution to meet increasingly high public expectations.

“Polri needs to be equipped with sufficient knowledge and expertise to meet Indonesian society’s ideal expectations for a professional, modern, and trustworthy police institution,” he said.

He stated that the IPR registration affirms that Polri’s transformation does not rest solely on operational capabilities, but also on strengthening documented academic research, ideas, and strategic thinking.

Additionally, the registration of these works simultaneously represents state protection of ideas and thoughts stemming from extensive experience in various police operational fields.

Of the total 40 books written, 39 titles were published by Raja Grafindo Persada publisher, whilst one other book was published by Brawijaya University Press under the title “Police Discretion at the Stage of Arrest of Suspected Terrorists.”

He stated that field experience must be preserved in the form of knowledge so it can serve as a reference for future generations of Polri.

“So that the current generation of Polri has the knowledge, perspective, and references to continue developing and be capable of meeting future operational challenges,” he said.

The 39 books cover various strategic police fields, ranging from security and public order strategy, counter-terrorism and transnational crime handling, strengthening Polri human resources, public policy, to food security and disaster mitigation.

Some works also discuss Polri’s innovation and adaptation to contemporary developments, such as the use of police technology in modern security dynamics, media management as a cooling system to maintain security stability, and internal reform through meritocratic appointment systems and competency-based career development.

Through these works, the Deputy Chief of Police seeks to present a more comprehensive police perspective. The security approach is no longer understood solely as law enforcement, but also as part of efforts to maintain social, economic, and societal stability and welfare.
