Depok City Government Bans Civil Servants from Social Media Livestreams During Working Hours, Except for Official Duties
The Head of the Depok City Civil Service and Human Resources Development Agency (BKPSDM), Endra, has reminded civil servants of the importance of discipline in carrying out their duties, including not going live on social media for non-work-related purposes. According to him, civil servants are obliged to focus on their duties as public servants and comply with working hour provisions. “In principle, civil servants must focus on carrying out official duties and prioritise the interests of the community, region, nation and state. Civil servants must also proactively solve every problem they face responsibly,” Endra said in a statement. He explained that live activities on social media unrelated to official duties could be categorised as a violation of civil servant discipline. According to him, this provision aligns with Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. “Under this regulation, civil servants are required to perform their duties with full responsibility and adhere to working hour provisions. Activities outside official interests during working hours are deemed capable of disrupting performance, productivity, and the quality of public services,” he stated. Furthermore, Endra said that Law Number 20 of 2023 concerning the State Civil Apparatus also emphasises the importance of implementing the core values of BerAKHLAK. Through these values, civil servants are required to work professionally, loyally, adaptively, and uphold integrity in carrying out their duties. Endra noted that the use of social media is still permitted as long as it is done wisely and does not interfere with the execution of primary duties as a civil servant. “Use social media wisely and professionally. Focus on working, creating, and providing the best service to the community,” he added.
