Jakarta (ANTARA) - The Indonesian Investment Management Agency (BPI) Danantara has stated that it will soon announce the winning companies for the first phase of the Waste-to-Energy (WtE) project tender in four cities: Denpasar, Bekasi, Bogor, and Yogyakarta.

“The winners will be those that meet the criteria outlined in Presidential Regulation No. 109 of 2025, possessing excellent technical capabilities, strong financial and economic capacity, and the ability to manage risks effectively,” said Fadli Rahman, Director of Investment at PT Danantara Investment Management, in Jakarta on Thursday.

Fadli stated that the CEO of BPI Danantara, Roesan Roeslani, will announce the winners of the WtE project in the four cities in March 2026.

WtE is a national program designed to convert urban waste into electrical energy. This project aims to provide a solution to the waste emergency while also supporting national energy resilience.

In each WtE location, one company will be selected. The company will then form a consortium with domestic companies and will also partner with local entities to develop the WtE project.

Several criteria are required for companies to win the tender, including company background, technical capabilities, and aspects within the proposal such as equipment, operations, design quality, construction quality, environmental impact assessment, social impact, economic impact, financial capabilities, and local partners.

The most heavily weighted criterion in the assessment is the WtE technology, both in terms of design and technological execution. This is because Indonesia does not yet have technology for processing waste into electrical energy.

“The trained workforce will also be sent to the company’s home country for training,” he said.

Furthermore, Danantara will also assess the risks arising from the proposals of the participating companies in the WtE project tender, both in terms of corporate, technical, financial, economic, social, and environmental aspects.

For this first phase, Fadli said that the investment requirement reaches $150-170 million per location for the construction of the WtE project, with a financing scheme of 70 percent from external sources, which is foreign direct investment (FDI), and 30 percent from Danantara’s equity. Thus, the total investment requirement in the four cities reaches at least $600 million.
