Danantara Ensures SDA Export Rules to Prevent Under-Invoicing
Jakarta, Beritasatu.com - Rosan Roeslani, who is the Minister for Investment and Downstream Development and also Chief Executive Officer (CEO) of Danantara Indonesia, emphasised that the one-stop governance policy for the export of natural resources (SDA) is aimed at boosting transaction transparency and strengthening oversight of the value of national commodity exports.
According to Rosan, implementation of the policy will be carried out through a state-owned enterprise formed specifically named Danantara Sumber Daya Indonesia.
‘We from Danantara have been asked to follow up, and of course we have followed up in accordance with the government regulations provided; this will be carried out by the state-owned enterprises (BUMN),’ Rosan said at the Parliament Building, Jakarta, on Wednesday (20/5/2026).
Rosan emphasised that forming PT Danantara Sumber Daya Indonesia is not to restrict trade activity, but to reinforce transparency in export transactions of natural resource commodities.
‘Therefore, we have established a body named PT Danantara Sumber Daya Indonesia, which we want to stress is more about transaction transparency,’ he said.
He revealed that the government still finds practices of under invoicing or listing exports below actual prices for several strategic commodities. These conditions are seen as having the potential to cause foreign exchange leakage and weaken transparency in national SDA trade.
As an initial phase, the government will begin implementing an export transaction reporting system from June to December 2026. In this phase, exporters will be required to submit transaction data to be evaluated and matched with global market prices.
Danantara Sumber Daya Indonesia will later supervise the fairness of export prices based on international market indices.
Rosan said the system built by the government is aimed at creating certainty and openness for all business actors, both sellers and buyers, in line with market prices.
‘In fact, our existence brings openness to all parties, from buyers to sellers, in accordance with the existing market prices,’ he concluded.
He also cited data findings from the Ministry of Finance showing under invoicing practices on several SDA commodities have been ongoing for quite some time.
