Jakarta, CNBC Indonesia - The Directorate General of Customs and Excise (DJBC) of the Ministry of Finance is now exempting all baggage carried by regular Hajj pilgrims from various tax levies on goods brought from abroad or imported. This policy is intended to facilitate Hajj pilgrims in bringing souvenirs or personal items from the holy land to Indonesia. Head of Import Section III of the Directorate General of Customs and Excise (DJBC) of the Ministry of Finance, Cindhe Marjuang Praja, stated that this provision is contained in Minister of Finance Regulation (PMK) No. 34 of 2025, which takes effect from 6 June 2025. He explained that the facility is granted specifically to Hajj pilgrims who are officially registered in the government system so that their data can be verified by officers. In detail, the exemption scheme applies to two shipments of goods in one Hajj period. Each shipment has a limit of US$1,500 FOB value. “So, Indonesian pilgrims stop in two holy cities, both in Mecca and Medina. That means in Medina, if they shop for souvenirs, they can send them. Then when they move to Mecca and shop again, they can send that too,” Cindhe said during a media briefing on Thursday (16/4/2026). However, if the shipment value exceeds that limit or the frequency of shipments is more than twice, levies will be imposed on the excess. For import duty, the rate applied is 7.5%. In addition, goods are also subject to Value Added Tax (VAT) in accordance with applicable provisions. “So we make it flat to make the service easier and faster. The following are the requirements for Hajj pilgrims’ baggage based on PMK 34 of 2025: Referring to customs provisions and the official explanation from the Directorate General of Customs and Excise, there are several requirements for Hajj pilgrims’ baggage to receive the exemption facility, including: - Pilgrims depart using Indonesia’s visa quota - Registered in the Integrated Hajj Computerised Information System (SISKOHAT) - Goods are personal property - Goods are not intended for sale This provision is important to note so that the provided facility is not misused and remains in line with the original purpose, which is to facilitate pilgrims in bringing personal necessities. Furthermore, based on Article 12 of PMK 34 of 2025, the government provides import duty exemption facilities for Hajj pilgrims’ personal goods, with the following provisions: 1. Regular Hajj pilgrims All personal goods carried are granted import duty exemption without a certain value limit, as long as they meet the requirements as personal goods. 2. Special Hajj pilgrims Import duty exemption is granted for personal goods up to a customs value of a maximum of FOB USD 2,500 per person per arrival.
