Customs and Excise Revenues Reach Rp44.9 Trillion by February 2026

The Ministry of Finance reported that state revenues from the customs and excise sector through February 2026 amounted to Rp44.9 trillion. This figure contracted by 14.7 per cent compared with the same period last year.

According to Deputy Finance Minister Suahasil Nazara, the realisation was lower than February 2025 receipts, which reached Rp52.6 trillion. “Compared to February 2025 last year, Rp52.6 trillion was collected, so approximately Rp7 trillion below compared to last year,” he said during an APBN KiTA press conference in Jakarta on Wednesday, 11 March 2026.

Suahasil stated that the decline in receipts was mainly attributable to the excise sector. Through February 2026, excise receipts were recorded at Rp34.4 trillion, or down 13.3 per cent year-on-year.

According to him, this condition occurred because of decreased production in late 2025, which impacted excise receipts in early this year. The government, Suahasil said, had observed an increase in production in early 2026 and expected this to improve excise receipts in the coming months.

He noted that increased production early in the year would impact the use of excise stamps within approximately two months thereafter, so excise receipts are projected to improve shortly. In addition, revenues from export duties also declined. Through February 2026, export duty receipts were recorded at Rp2.8 trillion, or down 48.8 per cent compared with the same period last year. The decline was influenced by weakening crude palm oil prices in early the year.

On the other hand, revenues from import duties experienced a slight increase. Through February 2026, import duty receipts were recorded at Rp7.8 trillion, or grew 1.7 per cent year-on-year, driven by increased import activity. Therefore, the government continued to increase enforcement action against illegal cigarettes and narcotics through the Directorate General of Customs and Excise.

Suahasil noted that the frequency of enforcement action against illegal cigarettes increased significantly. Throughout 2025, a total of 1,993 enforcement actions against illegal cigarettes were recorded. In early 2026, the number reached 2,872 cases. The volume of illegal cigarettes subject to enforcement increased from 179 million sticks to 369 million sticks, or an increase of approximately 106.8 per cent.

Enforcement action against narcotics increased from 212 cases in 2025 to 234 cases in early 2026. However, the volume of evidence seized declined from 1.27 tonnes in 2025 to approximately 0.7 tonnes this year.

Suahasil affirmed that the government through the Directorate General of Customs and Excise would continue to work with law enforcement officials to eradicate the circulation of illegal cigarettes and narcotics in Indonesia.
