The government has set a number of crossing regulations for the Lebaran 2026 migration period. The arrangements are designed to manage the flow of vehicles and passengers at several major ports, particularly on routes expected to experience a surge in public mobility. The provisions are contained in Joint Ministerial Decree (SKB) of the Director Generals of Roads Transportation, Sea Transportation, Public Works and Housing, and the Chief of the Traffic Corps of the Indonesian National Police. The SKB numbers are KP-DRJD 854 of 2026, HK.201/1/21/DJPL/2026, Kep/43/II/2026, and 20/KPTS/Db/2026 concerning road traffic regulation and crossing during Lebaran 2026.

Crossing Rules for Lebaran to Sumatra

Referring to the SKB, the crossing arrangements for Lebaran travel to Sumatra apply from 13 March 2026 at 12:00 WIB to 20 March 2026 at 15:00 WIB. The distribution of crossing services is at several ports as follows:

  1. Merak Ferry Terminal
  • Pedestrian passengers

  • Vehicles in groups IVA, IVB, VA, and VIA

  1. Ciwandan Port
  • Vehicles in groups I, II, III

  • Vehicles in groups VB and VIB

  1. BBJ Bojonegara Port
  • Vehicles in groups VIB, VII, VIII, and IX

These arrangements are made to distribute vehicle density so as to avoid congestion at a single port.

Return Crossing Rules to Java

The return flow from Sumatra to Java is applied from 23 March 2026 at 00:00 WIB to 29 March 2026 at 24:00 WIB.

The following is the division of crossing services:

  1. Merak Ferry Terminal
  • Pedestrian passengers

  • Vehicles in groups I, II, III

  • Vehicles in groups IVA and IVB

  • Vehicles in groups VA and VIA

  1. BBJ Bojonegara Port
  • Vehicles in groups VIB, VII, VIII, and IX

Crossing Rules for Java-Bali Route

Crossing arrangements for the Java-Bali route apply from 13 March 2026 at 12:00 WIB to 29 March 2026 at 24:00 WIB.

Under the SKB, vehicle allocation is as follows:

Destination Bali (Ketapang Port)

  • Prioritised for motorcycles

  • Passenger cars

  • Buses

Goods vehicles directed to the LCM Wharf and Bulusan Wharf. Meanwhile large trucks bound for West Nusa Tenggara are directed via the Jangkar-Lembar crossing and the Tanjung Wangi-Gilimas sea route.

Destination Java (Gilimanuk Port)

  • Prioritised for motorcycles

  • Passenger cars

  • Buses

Goods vehicles are not a priority and will be subject to transport restrictions.

In addition, ferry operations will be temporarily closed during Nyepi Day from 18-20 March 2026. Closure starts at Ketapang Port on 18 March 2026 at 17:00 WIB and at Gilimanuk Port on 19 March 2026 at 05:00 WITA.

Ticket Reservation Required Before Arriving at the Port

Under the same provisions, crossing users are required to make ticket reservations themselves through the Ferizy app before arriving at the port.

Users are also asked to ensure they possess a ticket before entering the buffer zone or delaying system. The radius restrictions around the ports are as follows:

Java-Sumatra Route

  • Merak Port: radius 4.71 km from the port centre (reference Hotel Pesona Merak)

  • Bakauheni Port: radius 4.24 km (reference to the Agricultural Quarantine Office)

Java-Bali Route

  • Ketapang Port: radius 2.65 km (reference to Sri Tanjung Terminal)

  • Gilimanuk Port: radius 2 km (reference to Cargo Terminal)

With these regulations, people travelling for Lebaran across ferry routes are advised to plan their journey well in advance and to comply with the rules set during Lebaran 2026.
