Jakarta — The Creative Economy Minister and Head of the Creative Economy Agency (Ekraf), Teuku Riefky Harsya, said the government is preparing a scheme of People’s Business Credit (KUR) worth Rp10 trillion to support creative economy actors based on intellectual property (IP/HKI). “Finally I spoke with the Minister of Finance and the Coordinating Minister for Economic Affairs that if there is a KUR or People’s Business Credit for SMEs, why isn’t there a KUR for the creative industry based on intellectual property? So that the IP certificates issued by the Minister of Law can be used as collateral,” said Riefky at the launch and press conference for Indonesia Animation Report 2026 in Jakarta on Tuesday. He explained that the government has approved a KUR allocation of Rp10 trillion for 2026 with a loan ceiling of up to Rp500 million for early-stage creative businesses. However, Riefky said that IP certificates at the initial stage will still function as supporting collateral, not the primary collateral. “This is not yet the primary collateral for the initial stage; it will be a supporting collateral,” he said. According to Riefky, access to finance remains a major challenge for the national animation industry. “The government is aware that access to finance remains a constraint for 85 per cent of animation studios,” he added. “To date, Indonesia already has an IP Valuator; 64 have been appointed to assist the creative industry in IP evaluation,” said Riefky. Indonesia Animation Report 2026 was officially launched by the Creative Economy Minister Teuku Riefky Harsya as a comprehensive study mapping the condition, potential, and challenges of Indonesia’s national animation industry.
