JAKARTA — The House of Representatives plenary session approved a Bill on Amendments to Law No. 28 of 2014 concerning Copyright as a parliamentary legislative initiative. The approval was reached after eight parliamentary factions presented their views and support during the plenary session at the House of Representatives building on Thursday, 12 March 2026.

“We submit to this honourable chamber whether the bill as an initiative of House members concerning amendments to Law No. 28 of 2014 on Copyright may be approved as a House legislative bill,” stated Puan.

The revision of the Copyright Law is currently in the draft preparation stage by the House as part of the 2026 Priority National Legislative Agenda (Prolegnas). The House Legislative Body (Baleg) has conducted several public hearings to gather input from various stakeholders regarding the refinement of the regulations. One of the main focuses in this revision is the reform of the royalty system for musicians.

One of the proposals under discussion concerns staged royalty payment regulations, with 25 percent payable before the performance is held, whilst the remaining balance is settled no later than 30 days after the event.

In the process of preparing the draft revision, Baleg has involved various stakeholders in the music industry, ranging from musicians’ associations, Collective Management Organisations (CMO), to record label representatives. The involvement of these various parties is expected to produce healthier regulations for Indonesia’s music ecosystem.

House Legislative Body Chief Bob Hasan stated that his team targets completing the draft revision of Law No. 28 of 2014 on Copyright by April 2026. “This is indeed very interesting and unique — copyright. Previously it was about to be completed but it did not finish, and now as we are trying to complete it there are further changes that could extend it further. But hopefully this year, specifically in April, we can get it finished,” said Bob in a meeting at the House building on Tuesday, 10 February 2026.
