The fate of I Ketut Herjaya (49) now hangs in the balance following his conviction in a case of sexual violence against a minor. This civil servant (PNS) within the Jembrana Regency Government (Pemkab) faces dismissal, specifically dishonourable discharge (PTDH).

Acting Head of the Personnel and Human Resources Development Agency (BKPSDM) of Jembrana, I Putu Gde Oka Santhika, revealed that Herjaya was previously only subjected to temporary suspension. This was because his legal status had not yet become final.

“During that period, the individual received only half of his basic salary without any allowances. At that time, there was no final court decision, so his status was temporary suspension and his civil service rights were restricted,” Oka explained when contacted by detikBali on Monday (27/4/2026).

Oka emphasised that with the cassation decision now having final legal force (inkrah), Herjaya’s actions fall into the category of serious disciplinary violations. According to him, this provides a strong basis for the Jembrana Regency Government to take firm action.

“Since it is now final, this constitutes a serious violation. It can result in the imposition of dishonourable dismissal (PTDH) in accordance with the applicable regulations,” Oka stated firmly.

Currently, the administrative process for his dismissal is being prepared by the relevant team. “It is already in process. Yesterday, the team held a meeting led by the Acting Regent. Once the decree is issued, the decision will be final. For now, it is still in the processing stage,” Oka added.

Previously, the Supreme Court in its cassation ruling sentenced I Ketut Herjaya to 15 years in prison. In addition, Herjaya was required to pay a fine of Rp 100 million, subsidiary six months’ imprisonment.

This sexual violence case occurred at the end of 2023. The case began when the victim, initialled NL (15), was entrusted by her parents, who worked in Denpasar, to Herjaya. The victim and Herjaya are known to be close relatives.

Instead of safeguarding the trust, Herjaya, who is married with two children, raped the victim. The depraved acts were committed eight times at the defendant’s home when the situation was quiet.

The case only came to light in January 2025 when the victim suddenly gave birth alone in the bathroom of Herjaya’s house. Family suspicions peaked upon seeing the baby’s face, which resembled Herjaya.

For his actions, Herjaya was found to have violated Article 6 letter c in conjunction with Article 4 paragraph (2) letter c in conjunction with Article 15 paragraph (1) letters e and g of Law Number 12 of 2022 on Sexual Violence Crimes.
