Controversy Over IGRS Game Ratings on Steam Leads to Komdigi Investigation
JAKARTA, KOMPAS.com - The gaming community has recently been shocked by the stark differences in ratings for their favourite games on the Steam platform. The age classification for several games underwent drastic changes during data alignment with the Indonesia Game Rating System (IGRS), sparking widespread discussion among netizens. On Steam’s storefront, netizens discovered numerous games with sexual content rated 3+, meaning suitable for children aged three and above. Meanwhile, popular AAA award-winning games such as Clair Obscure: Expedition 33 and Metal Gear Solid Delta: Snake Eater have been labelled “not suitable for distribution in Indonesia”. Following the meeting, Komdigi expressed its commitment to conducting an internal investigation to uncover the irregularities. “In response to the current situation regarding the Steam platform game rating incident, we will and have taken steps for investigation both internally at Komdigi and externally with the game distribution platform,” stated Sonny Hendra Sudaryana, Director of Digital Ecosystem Development at Komdigi, during a press conference at Komdigi’s office in Jakarta on Tuesday (7/4/2026). Additionally, Komdigi will conduct an external investigation involving Steam as the game distributor. “We agree with our friends, especially netizens, that this incident is very odd, extremely odd, and perhaps very extreme,” he said. Sonny cited examples, such as PUBG receiving a 3+ rating on Steam, while Upin Ipin Universe was given an 18+ rating. The data input in IGRS uses a multi-layered verification mechanism, although the data entry is done independently by the game developers. According to him, this issue should have been avoidable. While awaiting the investigation, Komdigi and Steam are gradually lowering or changing the ratings of games that were previously deemed odd.
