Construction of Permanent Housing for Sumatra Flood Victims: Rp 60 Million Funding or Government-Built
JAKARTA - The Minister of Home Affairs (Mendagri) and Head of the Task Force for Accelerating Rehabilitation and Reconstruction Post-Sumatra Disaster, Muhammad Tito Karnavian, stated that there are two schemes to be used in building permanent housing (Huntap) for Sumatra flood victims. The first scheme is in-situ or independent construction on-site with support funding of Rp 60 million, or communal construction by the government. “In Aceh, I discussed with the Head of BNPB yesterday, approximately 15,000 out of 26,000 are in-situ. Either built by BNPB or built independently, with money provided by BNPB,” said Tito in his statement on Friday (27/3/2026). Meanwhile, in the communal scheme, Huntap construction is carried out in a complex where the land is provided by the regional government (Pemda). An example of this scheme is the construction of Huntap in Dolok Nauli Village, Adian Koting Subdistrict, North Tapanuli Regency, with support from the non-governmental organisation, the Buddhist Tzu Chi Foundation. He mentioned that the Buddhist Tzu Chi Foundation is building a total of 2,603 Huntap units spread across three affected provinces, namely Aceh, North Sumatra, and West Sumatra. The breakdown is 1,000 units in Aceh, 1,103 units in North Sumatra, and 500 units in West Sumatra. Specifically for North Tapanuli Regency, the foundation will build 103 Huntap units. This effort is being made so that the affected community does not stay in temporary housing for too long. “This is indeed the stage; the temporary housing stage is almost complete. So it’s starting to enter the stage where the acceleration of Huntap is being pushed for all,” he added.
